11MOI the City Clerk take all necessary action as may be required by law
to place the following question on aballot for consideration by the voters
of the City of Bangor at a referendum to be conducted on the date of the
text regular municipal election:
Shall a school construction project having a total estimated
project coat of Five Million Seven Hundred Fifty -Five Thousand
Nine Hundred Dollars ($5,755,900) and consisting of the design,
construction, and equipping of an addition to CM Fifth Street
Middle School, substantially in accordance with aceptual plan
prepared by Allied Engineering, Inc., be approved; and shall the
Bangor City Council be authorized to issue bonds or notes of the
City of Bangor to fund this project in a total principal server
not toexceed Five Million Seven Hundred Fifty -Five Thousand Nine
Hundred Dollars ($5,755,900).
1. TM entire additional operating coats of the new project
during its firs[ two (2) years shall be borne by revenues raised
by the City of Bangor.
2. The estimatedamount of the additional-ope;abAng. costs during
each of the first two (2) years Is One knedred Twenty -Two Thousand
Five Hundred Sixty Collate ($122,560) for the first year and Mae
Hundred lkeaty-Bight Thousami Six Hundred Ninety Dollars
($128,690) for the second year.
3. The City of Bangor shall be responsible for the local share of
debt service allocation to be calculated in accordance with State
law.

Since 1939 the Fifth Street Middle School has been serving the school-
age children and citizens of Bangor as a Junior USA School and/or Middle
School. In all instances its purpose was:to provide the correct environment
to allow students of a particular age or grade to learn and grow. It has
served the City well. After nearly 50 years of use, it no logger meets the
educational meds of those it was designed to se Budget restrictions of

past years, normal and tear, overcrowding and changes in educational
expectations at State Anal local level require additional space and major
alterations to the facility If it is to continue to serve the citizens and
students correctly.
The proposed project that Bangor citizens are being asked to approve on
November 8, 1980 represents many years of planning and hard work by a lot a
people, past and present. Finally, with Bangor's willingness to reopen We
existing school facilities, the State Board of Education has approved a
project for the Fifth Street Middle School that will relieve overcrowhm,
allow for future population growth, and provide educational facilities that
offers appropriate space to accommodate the educational programs needed.
1. Why renovation¢and new classrooms?
The present structure cannot adequately homes the existing population.
Currently there are
usenine (9) relocatables in at Fifth Street.
Although there Is an enrollment increase is thecurrent ens year. students
already enrolled in grades k-5 throughout the City will cause
a
enrollment expansion at the middle school level as they reach
grades 6-8.
Renovations an necessary to bring the existing facility in lies with
State of Maim regulations, guidelines and/or expectations. Currently
the Science, Library, Gymnasium am undersized and outdated. Them
exists nocafeteria facilities. Shops and Nome Economics areas
obsolete along with a number of other specialty areae. The existing
play area fs inadequate and certain plumbing and electrical functions
are not up to code.
2. What an the enrollment projections for Fifth Street?
Based on three separate enrollment studies, It has been determined that
the Fifth Street Middle School Is currently overcrowded, and unless a
solution Is at hand it will get worse. In fact, based o
September 6, 1908 actual school enrollments, the projection conducted
in 1987-88 could very Fall prove conservative.

3. Shat are we getting for our dollars?
The plan, if approved by the voters, will provide the following:
a. Seven new classrooms
b. One additional Science Notes
c. New full -sire Gymnasium and Locker Booms ,
d. New Bone Economics and Industrial Arte areae
a. New Cafeteria
f. Remodeled and improved School Auditorium
g. Convert old Gymnasium to new Library Area
D. Improved play areae
4. What is the coat of the project?
The total coat of the project is $5,755,900. Of that total, the State -
approved portion is $5,142,400 and Bangor will pay for $613,500. The
split in funding occurs because the State will only pay for new
construction and the portion of renovations in the existing building
Mich relate to new construction, such as converting the existing
gymnasium to the library. The State x111 act pay for upgrading the
existing. building's mechanical, electrical, or Dancing system unless
they de not conform to code.

5. Flat will the City of Bangor's cast be to complete the project?
The debt service for the project will be spread "at a period of
20 years and will he split between State -eligible debt and locally paid
debt. On the State -eligible debt, the principal payments would be
$257,120 and the first year interest payment would be $269,976 at
5.25 interest. Under the current "circuit breaker" formula for State -
eligible debt service payment, the Bangor School Department would pay
$66,895 of the first year's debt service payment of $521,096 and the
State would pay the rest (92.1X).

The principal would remain at $251,120 par year. The interest payment
would decrease
annually. The Bangor School Department's share of this
project, if it sets part of our current debt service, would be
$46,895 (1.95). The State's sharewould be $480,201 (92.1%).
Under current lav governing State funding of approved school projects
the Bangor School Department's share of debt Service is a maximum of
.51 of one (1) all of State valuation. our payment on the $46,895
will place us at the limit of the "circuit breaker'.
6. Flat about the portion of The project that Is not paid by the State?
The locally funded debt service for renovation ($613,500) would, for a
20 year period, cost $30,615 for principal payment and approximately
$32,208 for interest payment in the first year of the issue. This
debt would be paid as a local operating coat with an estimated 50% of
the principal and interest being paid by the State two years after
the expense taken Place. -
1. We have two middle schools in Bangor. what about Garland. Street?
Both Fifth Street and Garland Street Middle Schools are in weed of
expansion and rmovations. Based on the State's priority rating
system, Fifth Street has the greater need. Garland Street's need in
substantial and the State's current rating places the Garland Street
project ready to receive Stateapproval as early as Spring of 1989. If
r time table if correct, the Garland Street Issue Should come before
the voters of Bangor during the 1909-90 school year.
8. 'what about the additional operating cost?
We am estimating that the additional Operating coat to operate this
new building to be $122,560 for the first year and $120,690 for the
second year.
