Buchanan, owner of land at the southwesterly end of Bailey Street, and the estab- lishment of the cul-de-sac still bring the street into conformance with r Ordinance for dead-end streets. Frawley, City Engineer -3- Beginning at a paint on the southeasterly right -of -may line of Bailey Street located two hundred fifty-nine and ninety-five one hundredths (259.95) feet southwest from the southwesterly right-of-way line of Ohio Street, a red along said southeasterly right-of-way line of Bailey Street, saidepoint of beginning tieing a the intersection of the south- easterly extension of the northeasterly right-of-way line of Spaulding Street, and said point of beginning also being at the intersection of the perimeter of a 100 -foot diameter cul-de-sacs the center of which is located South 79° 361 00" West a distance of fifty (50) feet from said paint of beginning. thence in a clockwise direction around the perimeter of said 100vfttt diameter cul-de-sac a distance of two hundred sixty-one and eight tenths (261.80) feet to the point of Intersection with the northeasterly right-of-way line of Bailey Street at a paint located two hundredseventy-three and two tenths (273.20) feet southwest fiw the southwesterly right-of-way line of Ohio Street, asBred along said northwesterly right-of-way line of Bailey Street thence South 40° 24' 00" East for a distance of fifty (50.00) feet to the point of beginning. Me above described cul-de-sac is shown on a Plan prepared by the City of Bangor Engineering Department entitled "Bailey Street Extension, Eight -of -Way Plan" dated August 4, 1988,. Plan No. E-892 on filein the Office of the City Engineer. Mere appeared at the time and plat t for the Fearing Mr. Robert Briggs: a resident of 17 Bailey Street; Mr. and Mrs. Willie Lung, residents Of 18 Bailey _Street. and Mr. Bruce Butbanan. representing his father, Carl E. Buchanan, owner of the property at the southwest terminus of Bailey Street. The City Engineer explained the purpose for the heating, which is tolayout and establish an extension to the existing _ public way of Bailey Street Consisting of a 100 -foot diameter cul -de -say since Bailey Street is presently a dead-end 'street and since the Laws and Ordinances of the City'of Bangorrequire the installation of cul-de-sacs n dead-end streets, and whereas Mr. Buchanan has requested the extension of Bailey Street to serve the. property which he has purchased, the existing right-of-way must be modified accordingly- The additional right-of-way requited for the cul-de-sac will consist of a portion of the Carl E. Buchanan property.ewell as portions of the . existing Spaulding Street right-of-way. Since the dedicated portion of the. Spaulding Street right - Of -way lying southeast of Bailey Street is being discontinued and vacated s part of a separate Council action, and since 23 M.R.S.A., $ 3027 provides that said land revert to the abutters, then that portion of the cul-de-sac lying southeast of Bail" Street will be acquired from land reverting to Carl E. Buchanan and Willie and Florence Long. Since the land encompassed by the proposed cul-de-sac 1s presently vacant and since the Installation of the cul-de-sac is considered to be abetterment to the neighborhood and since the extension of Bailey Street s petitioned for by Carl E.
