TUT the attached report of the City Engineer relative to the extension
of the sanitary sewer on Rogan dosed for a distance of approximately 200 feet
easterly tress Stillwater Avenue be and hereby Is accepted; and be it further
ORDERED,
TMT the sum of Eight Thousand Eight hundred Dollars ($8,800.00) be
transferred from the Reserve for Future Construction - Sever Account to cover
the City's share of the sever extension; and be it further
ORDERED.

To the Municipal Officers:
Reference is made to City Council Order. No. 88-238 passed May 23,
1988 directing.; the City Engineer to undertake a study to determine the
test of extending sanitary sewer service on Rogan Road south of Stillwater
n
Ave requested in a petition from Richard Been dated nay 10. 1988,
the purpose of said extension to same an automobile lubrication service
center.
Surveys. Plane and Cost Estimates have been completed, which indicate
that the only practical way to serve the subject property is to extend the
sanitary sewer on Stillwater Avenue for an additional distance of 67 feet
to a point at the comer of Kittredge Road, and thence 202 feet in a south-
easterly direction to the subject property. The installation would include
202 feet of 8 inch seder glpe,.67: fast of 10 inch sewer pipe, and 2 manholes;
'approximately 45 cubic yards of ledge would have to be removed.
The total estimated cost of the sewer extension is $17,600.00. Of
this amount, the City would pay fifty percent, and the. remaining $0,800.00
would-be.assessed against the property benefitted. It should be noted that
the City of Bangor owns property at the southeasterly comer of the inter-
section of Ragan Hood and Stillwater Avenue which Cay eventually benefit
by the sewer
installation , should it ever be developed. The City property
abuts the Bean property, and bas approximately the same account of frontage:
consequently, the future.benefir of the.sewer Co the,C}typroperty is
approximately the same as to the Bean property. It has been suggested to
the Developer that he would be required to pay the entire private share
of $8,800.00, but that a Subordinate Agreement would be recorded in the
Registry of Deeds against the City land which would provide -far repayment
to Mr. Bean in the amount of $4.400.00 in the event that the City property
is later developed and requires entry into the sewer. Mr. Bean hes indicated
that he is in favor of the proposed assessment.
The proposed facility will have an estimated value of approximately
$500,000.00 when completed, so that the annual taxes for one year will be
were than the City's share of the a extension. It should also be noted
that the proposed s will have the potential to same
additional commercial
property by further extension in the future. For these r , it i®e
commended that the sewer be constructed subject to receipt of fifty percent
of the estimated cost from the Developer.
