Issues involving the disposal of solid waste continue to bec®e ramex and aware crucial thmughwt the entire State of plains and certainly the Bmgor region. One longterm option which will assist in solving these problems is the use and expansion of recycling programs. Such programs are designed to reduce the amaunt of waste which reaches the disposal stream. This than redness tha wlrme of materials which could go to the PERC plant and the subsequent ash and bypass produced by that plant. The attached Resolve would establish a City policy to Implement voluntsry, paper recycling by fine, end of the currant caleMar year. It also requires that City staff investigate additional areas for recycling programs and prepare a recyclirg plan and pr<yrmn which we will begin implmnenting during calendar year 1%9. A [bird elmrert of the Resolve sets out a policy of eliminating styusfoon products throughout city facilities. The City will substitute paper products wherever possible and will work with its lessees and concessionaires to urge than to do the smae. Recycling, along with other methods of waste stream reduction, will become nom and more important in our overall solid waste plan in future year.,.
