HomeMy WebLinkAbout2018-06-18 Government Operations Committee Minutes Government Operations Committee MONDAY, JUNE 18, 2018 Immediately following Finance Committee Meeting starting at 5:15pm City Council Chambers AGENDA Councilors present: David Nealley, Sarah Nichols, Cary Weston, Laura Supica Joe Perry Absent: Gibran Graham Staff present: Cathy Conlow, City Manager; Patty Hamilton, Director of Health and Community Services; Mark Hathaway, Police Chief, Councilor Nichols, acting as Committee Chair for Councilor Graham, called the meeting to order at 5:15. Regular Agenda 1. ORDER, Authorizing the City Manager to sign a Memorandum of Understanding with the Maine Federation of Farmer's Markets for $5,000 to cover staffing costs associated with promoting their Maine Harvest Bucks Program. Moved by: Weston Seconded By: Perry, Motion Carries 5-0 2. ORDER, Authorizing a grant application with Partners for Peace for the purpose of creating a Victim/Witness Advocate (VWA). If approved, VWA would work closely with victims and witnesses who are connected to various crimes against persons, which in part may include, domestic violence, sexual assault, stalking, terrorizing, felony assault, and other similar misconducts. Moved By: Supica Seconded By: Perry- motion carries 5-0 Discussion : Chief Hathaway explained the program would allow Partners for Peace to apply for a grant to provide a Victims Witness Advocate for the Bangor Police Department. Currently, the Victim Witness program is run out of the DA’s Office and the caseload is very large. This will provide for a dedicated Victims-Witness Advocate for Bangor cases. Bangor PD has worked a long time with Partners for Peace and is excited about the potential of having a dedicated Victims/Witness Advocate in the PD. Meeting adjourned at 5:25
