Authorizing Execution of Contract with National Water Cleaning Company to Repair Underground Sewage
Conduits
This order will authorize a contract with National Water Cleaning Company in the amount not to
exceed $225,000 for the repair of underground sewage conduits along the Kenduskeag stream
(Davis Brook Tanks). As required by the City's Consent Decree and MS4 permit, the City has
contracted to perform repairs to the underground storage tanks on an annual basis. Specifically,
identifying and preventing groundwater/tidal water infiltration and sewage ex filtration, which
negatively effects carrying capacity of the sewer system and treatment capacity of the Waste Water
Treatment Plant. Department personnel estimate that in excess of 250,000 gallons of groundwater
enter Davis Brook Tank from tidal cycles.
As a result of the bid process, the Department has undertaken to explore options for repairs that are
more comprehensive and long-lasting. National Water Main Cleaning entered a bid that would begin
the implementation of such repairs. The scope of work includes, cleaning, inspecting and
documenting current conditions. Repairs, as dictated by budgetary considerations, will include
removal of materials used in past repairs, injection of materials to stabilize the ground surrounding
the seams of the tanks, and the application of material designed to move and stretch with the tanks.
The contract for the year is anticipated to be $225,000. Funding for this work is available within the
FY 19 approved budget.

Be it Ordered by the City Council of the City of Bangor that, the Finance Director is hereby authorized to
execute a contract with National Water Cleaning Company to repair underground sewage conduits in an
amount not to exceed $225,000.
