Consent Agenda a. Workout Agreement – 133 Briarwood Dr Ext – Olson b. Workout Agreement – 71 Harvard Street – Heirs of Whitney c. Workout Agreement – 42 Winter Street - Young Motion made and seconded to approve consent agenda items, motion passed unanimously. 2. Bids/Purchasing a. General Aviation Building Window Replacement – Airport – R.R. Building - $31,000 Motion made and seconded to approve bid award as recommended, motion passed unanimously. b. Clarifier Drives – WWTP – T-Buck Construction - $331,000 Motion made and seconded to recommend bid award to the City Council, motion passed unanimously. c. Request to Waive Bid Process – SCADA Control System Upgrade – WWTP – Wright Pierce - $181,700 Staff explained that as Wright Pierce completed the assessment it would be to the City’s advantage, to contract with them for the first two phases of the work. Motion made and seconded to recommend execution of the contract to the City Council, motion passed unanimously. d. Electrical Bucket Truck – Public Services – RBG Inc - $108,294 Motion made and seconded to recommend bid award to the City Council, motion passed unanimously. e. Loader Mounted Snow Blower – Public Services – Northland JCB - $125,000 Motion made and seconded to recommend bid award to the City Council, motion passed unanimously. f. Sidewalk Tractor – Public Services – Chadwick Baross - $124,445 Motion made and seconded to recommend bid award to the City Council, motion passed unanimously. g. Single Axle Cab & Chassis – Public Services – Daigle & Houghton - $139,106 Motion made and seconded to recommend bid award to the City Council, motion passed unanimously. h. Plow Equipment & Truck Bodies – Public Services – Viking Cives - $162,716 Motion made and seconded to recommend bid award to the City Council, motion passed unanimously. i. Sale of Tax Acquired Property - 419 Essex Street – George Miller - $13,135 Motion made and seconded to recommend sale of property to the City Council, motion passed unanimously. j. Sale of Tax Acquired Property – 45 Fremont Street – James & Gloria Owens - $5,000 Motion made and seconded to recommend sale of property to the City Council, motion passed unanimously. 3. Executive Session – 1 MRSA Section 405 (6)(C) – Property Disposition 4. Open Session – Property Disposition Recommendation Motion made and seconded to recommend sale of property to the City Council, motion passed unanimously. 5. Request from Sable Ridge Homeowners Association A lot remains undeveloped within the Sable Ridge development. The developer corporation is defunct and the taxes have been unpaid. The Homeowners Association would like to pay the taxes and upon the next tax lien maturity have the property deeded to them. The property would be used as open space for vehicles and dumpsters, it will result in a slightly lower taxable value within the development. Motion made and seconded to recommend deeding the property via quitclaim deed to the Homeowners Association upon payment of the outstanding taxes. 6. Assessor’s Update The City Assessor’s provided an update on recent market trends as well as reviewed the 2018 tax commitment. 7. Bangor Efficiency Update Staff provided an update on the status of the Bangor Efficiency program and noted that at this time, the City has stopped taking reservations for additional improvements as the funding for the program is winding down. The results are similar to what was seen in the past as to the value of homes and type of measures undertaken. It was noted that the State has seen an increase in Efficiency Maine activities during FY 18, while the City realized a drop off from the prior year increase, likely due to the introduction of the program.
