HomeMy WebLinkAbout2018-10-01 18-365 ORDERCITY COUNCIL ACTION 10/01/2018 18-365 Council Meeting Date: 10/01/2018 Item No: 18-365 Responsible Dept: City Clerk Requested Action: Order Title Order Appointing Constables for the Year 2018 - Republic Parking Summary Map/Lot: N/A The City of Bangor is set to implement a new parking enforcement system for the Downtown Parking Management District. The new enforcement process will consist of a vehicle with cameras that are equipped with license plate recognition (LPR) technology. As the car patrols the Downtown Parking Management District, the system will notify the driver of a potential violation. The driver will then determine if there is, in fact, a violation and decide whether a ticket is warranted or not. The City has contracted with Republic Parking to provide management services for the new on street parking enforcement. We have had a positive relationship with Republic Parking for years as they have managed our off-street parking. Additionally, they manage dozens of other LPR systems in various cities throughout the United States so this seemed like a natural fit. State law states that an LPR system may use only information entered by a law enforcement officer. It also states that constables are considered law enforcement officers. City ordinance allows the Bangor City Council to appoint constables. Staff recommends that the City Council appoint Republic Parking employees Parke Clemons and Maurita Anthony as constables to act on behalf of the City while enforcing parking regulations.
