HomeMy WebLinkAbout2018-09-24 18-360 Order 09/24/201818-360 09/24/2018 18-360 Health & Community Services Order N/A Title, Order Authorizing the City Manager to Accept $6,000 and to Execute an Amendment to the Memorandum of Understanding with the Bangor Area Recovery Network from the MEHAF Healthy Communities Phase III Grant for Implementation of a Recovery Coaching Program This Order will authorize the City Manager to execute an amendment to the original memorandum of understanding on behalf of the City of Bangor with the Bangor Area Recovery Network. BARN will receive up to $6,000 in additional funds for a total amount of up to $22,500 (the original $16,500 MOU was signed in March 2018) from the Maine Health Access Foundation Healthy Communities Phase III Grant for implementation of a recovery coaching program to serve people in the Bangor area living with substance use disorder. Staff from the Public Health & Community Services Department will continue to provide technical assistance and monitoring. The term of the MEHAF Healthy Communities Phase Three grant ends December 31, 2018. These funds will be used in alignment with the current MOU and will enable BARN to increase staff time and costs associated with coordinating the growing recovery coaching program. Government Operations Committee 09/17/2018 Recommend for passage First Reading 09/24/201818-360 CITY OF BANGOR ORDER 09/24/2018 18-360 Graham Authorizing the City Manager to Accept $6,000 and to Execute an Amendment to the Memorandum of Understanding with the Bangor Area Recovery Network from the MEHAF Healthy Communities Phase III Grant for Implementation of a Recovery Coaching Program Whereas; The City of Bangor Received grant funding from the Maine Health Access Foundation Healthy Communities (MEHAF) to implement a recovery coaching program for people in the Bangor area living with substance use disorder. Whereas; An order was executed on March 12, 2018 allowing for an MOU between the City of Bangor and the Bangor Area Recovery Network to receive $16,500 to support the recovery coaching program. Whereas; The Bangor Area Recovery Network is now able to support the administrative component of the recovery coaching program independently from the City of Bangor's Public Health and Community Services (PH&CS) department. Whereas; The City of Bangor's, Public Health and Community Services, originally allocated $6,000 from the MEHAF Grant to fund their administrative contribution to the recovery coaching program, that is now needed by the Bangor Area Recovery Network to operate the recovery coaching program independently. Be it Ordered by the City Council of the City of Bangor that, the City Manager is Authorized to Execute an Amendment to the Memorandum of Understanding with the Bangor Area Recovery Network to receive an additional $6,000 for a total of $22,500.00 from the Maine Health Access Foundation Healthy Communities Phase III Grant for implementation of a recovery coaching program. 18-360 SEPTEMBER 24, 2018 AMENDED 2018 Memorandum of Understanding Between City of Bangor, Health and Community Services and the Bangor Area Recovery Network (BARN) THIS AGREEMENT is by and between the City of Bangor, Health and Community Services (BPHCS) and Bangor Area Recovery Network (BARN), for the period of January 1, 2018-December 31, 2018, with the intention that an updated MOU for 2019 will be created and signed for the 2019 calendar year. All of the funding is subject to BPHCS receiving funding of the MeHAF Healthy Communities Implementation Grant. I. AGREEMENT SUMMARY Funds are provided under this agreement to allow BH&CS to work collaboratively with BARN/BARCC board members, staff and volunteers to create and implement a successful and sustainable Recovery Coaching Program in the Greater Bangor area, available for people living with Substance Use Disorder. Staff and volunteers from BARN and Bangor Public Health and will work collaboratively to identify/develop, plan and implement the following: a) Recovery Coach Training(s) b) Processes for recruiting and offering on-going support for volunteer coaches c) Processes for connecting interested individuals with coaches and ongoing management/support d) Increased awareness of the program to both individuals and organizations e) Increased collaboration between each other as well as other community partners f) Integrated additional supports addressing items including employment/education , skill building, etc g) Program evaluation using the Recovery Outcomes Matrix h) Sustainability and growth of program, including resource development, etc… Roles & Responsibilities: II. In addition to the work outline above, Bangor Area Recovery Network (BARN) agrees to: a) Provide BOARD support/organizational supervision for a part time “Recovery Coach Coordinator” b) House a Recovery Coaching Program c) Provide/identify space for trainings, coaching sessions, meetings and other identified needs d) Host Volunteer Management trainings for all levels of volunteers at THE BARN e) Ensure information flow between this project through the Bangor Area Recovery Community Coalition, the standing Education Committee for BARN’s Board of Directors. III. In addition to the work outline above, Bangor Public Health & Community Services (BPHCS) agrees to: a) Coordinate the 3 year MeHAF Healthy Communities Implementation Grant, including management of MeHAF funds and ensuring all MeHAF grantee reports and other expectation are met. b) Provide volunteer management trainings/coaching and assistance in peer volunteer program development c) Provide Technical Assistance for program evaluation planning and implementation d) Participate in all relevant BARN committee meetings, including, but not limited to BARCC and Marketing Committees. e) Ensure information flow between this project, Bangor Public Health & City of Bangor programs/departments and the Community Health Leadership Board (CHLB) f) Recruit, house and supervise an intern to support the work specific to BPHCS as well as the overall work outlined above. 2018 AMENDED MOU Recovery Coaching Collaboration BARN & BPHCS p. 1 of 2 18-360 SEPTEMBER 24, 2018 g) Work collaboratively with the goal of stepping out of direct involvement in Recovery Coaching by the end of grant year 3. h) Coordinate payment, either directly to the BARN or to a third party, for other recovery coach program costs fully or partially covered by the MeHAF grant, including, but not limited to: training expenses, meeting expenses, volunteer appreciation expenses and funds to reduce barriers for volunteer participation. IV. AGREEMENT AMOUNT: i. $16,500 (paid directly to the BARN once MOU is signed and approved by BARN AND City of Bangor) ii. Up to $8,000 (paid in response to receipts from the BARN or invoices from third parties, for consultants, trainers, trainings or other grant activity related expenses.) iii. AMENDED: Up to an additional $6000 paid directly to the BARN once this updated MOU dated 8/18/2018 is signed and approved by BARN and City of Bangor. These funds to be used for increased BARN staff time and costs associated with running and growing the Recovery Coach Program. V. MOU AND PAYMENT a) BHCS shall pay BARN, by check, in one lump sum in the amount of $16,500 once MOU is signed and approved by both parties. b) BHCS shall pay BARN or other third parties expenses related to the grant activities, throughout 2018, by check, in response to invoices or receipts, in the amount of up to $8,000. c) AMENDED: BHCS shall pay BARN, by check, additionally up to $6,000 once AMENDED MOU is signed and approved by both parties. d) VI.
