1. Sewer Abatement: Quarterly Report
Andy provided an outline of the quarterly report. There was discussion on the various reasons
there would be an abatement request.
Vote: No Action Necessary
2. Demolition of Inactive Bomarc Road Pump Station
Norm informed the Committee this was part of the old military installation. Owner would
demolish between August and September 2018. A draft agreement with the City named as
insurer would be executed prior to demolition.
Vote: Moved and Seconded to Move to Council Consent Agenda. Unanimous
3. Discussion: Winter Sidewalk Ordinance
Dana outlined that Public Works cleared main arterials, collector, and streets going to the
schools. Those network of streets identified as “Priority One” streets. These would often be
plowed two to three times before they could move on to plowing “Priority Two” residential
streets. The memo outlined a proposed amendment to the current ordinance and start aggressive
enforcement with fines for those piling snow and blocking sidewalks. The Committee discussed
the need for early education which would aid Public Works with more efficient cleanup. The
App “Go Bangor” and sending letters were proposed tools for education. The Committee was in
favor of keeping the current system of priority one and priority two streets as is. The majority of
the Committee was in favor of enforcing businesses outside of downtown area to plow sidewalks
adjacent to them. The topic of sidewalk plowing in the downtown district would come back in a
future meeting, as staff research further.
Vote: 4-1 in favor, Councilor Gibran opposed to removing businesses outside the downtown
parking district, to enforce fines for blockages.
