Authorizing the City Staff to Apply for Renewal of Grant Funding Through the U.S. Department of Housing and
Urban Development's Continuum of Care to Support its Shelter Plus Care Program
Summa
The City applies for renewal funding to continue several homeless programs under the U.S. Department of Housing and Urban Development's Continuum of Care. The City's Shelter Plus Care
program won initial funding from the federal government in 1993. The program is used to provide subsidized rent for qualified individuals and families with at least one member of the the
household having a primary diagnosis of mental illness, chronic substance use, or HIV related illness and receiving supportive services. The City currently has a 5 Shelter Plus Care contracts, all of
which are being submitted for renewal. A sixth project is included this year which consolidates 3 of the existing contracts. Consolidated TRA 8714, TRA 1, and TRA 2 have been joined to form
Consolidated 8714-A. The HUD Notice of Funding Availability required that we apply for all three of the consolidated projects separately and as a joint application. Consequently, there are six
applications this year which total the budget and services of the existing five project. The six projects are as follows:

-Number of apartments in grant agreement: 40 households: 4 2 -bedrooms (for families with children), 19 1 -bedroom apts., 17 Efficiency apartments

-Amount: $410,926
-Number of apartments in grant agreement: 51 households: 10 1 -bedroom apts., 41 Efficiency apartments
Grant: TRA 8716
-Operating year: 12/1/19 to 11/30/20
-Amount: $124,831
-Number of apartments in grant agreement: 16 households: 16 Efficiency apartments

-Operating year: 2/1/19 to 1/31/20
-Amount: $8,729
-Number of apartments in grant agreement: 1 household: 1 1 -bedroom apartments

PLEASE NOTE: Bangor Shelter Plus Care is requesting a consolidation of TRA -1, TRA -2, and TRA consolidated 8714. If approved by HUD, those 3 grants will be merged into this new project

Authorizing the City Staff to Apply for Renewal of Grant Funding Through the U.S. Department of Housing and

Whereas; the grant applications are for renewal funding for the City's existing Shelter Plus Care program.
Whereas; the City currently has 5 Shelter Plus Care contracts through the following grants: TRA1, TRA2, TRA
Consolidated 8714, TRA Consolidated 8715, TRA 8716
Whereas; the City is applying to renew the 5 existing contracts.
Whereas; a sixth application will be submitted to consolidate grants: Consolidated TRA 8714, TRA 1, and TRA
to form Consolidated 8714-A.
Be it Ordered by the City Council of the City of Bangor that, the City is authorized to apply for the above
mentioned grant funding to continue its Shelter Plus Care program.
