Authorizing the Acceptance of a $515,891 Staffing for Adequate Fire and Emergency Response (SAFER) Grant
from the Department of Homeland Security
On April 9, 2018, the Council authorized the application of a grant to fund 4 firefighter positions for a
three year period. The City was recently notified that the grant in the amount of $515,891 has been
awarded. This grant requires a progressive local match, starting at 25% in the first year. The City's
local match was funded as part of the recently approved FY 2019 budget in anticipation of the
award. This order will authorize execution of the necessary documents to accept the funding. A
separate Resolve will be introduced to appropriate the grant funds.
Recommend for passage
This was discussed during the FY 2019 budget process as well as during a the Council pre-meetings on August
27th. Due to the timing of the grant, this order to accept is being submitted separately from the
appropriation resolve.

Whereas, In the 2017 budget, SAFER Grant funding ran out and the full time staffing at the Fire Department
dropped by 3 full-time employees; and
Whereas, as part of the budget process Council asked that staff continue to apply for SAFER funding to
maintain higher staffing levels; and
Whereas, the Council felt as though the SAFER grant offered an opportunity to hire and train staff and that it
was important because so many employees in the Fire Department are eligible for retirement.
Be it Ordered by the City Council of the City of Bangor that, the City Manager is hereby authorized to accept
$515,891 in SAFER grant funds from the Department of Homeland Security to help pay for 4 firefighters.
