HomeMy WebLinkAbout2018-08-27 18-328 Order 08/27/201818-328 08/27/2018 18-328 Water Quality Management Order N/A Title, Order Authorizing Execution of a Three-Year Contract in the Amount of $294,360 to ADS LLC for the Sewer Flow Monitoring Program The City has contracted for field maintenance and data analysis for flow monitoring at CSO points around the City with ADS, LLC since 2011. CSO points are points in Bangor’s sewer collection system that discharge combined sewerage to the Kenduskeag and the Penobscot River during heavy rainfall and/or snowmelt. The installation of these devices are required by the United States Environmental Protection Agency (USEPA) and the Maine Department of Environmental Protection (MEDEP). There are currently nine (9) monitors within the sewer collection system collecting data that can be accurately modeled. These portable meters can be moved throughout the collection system and provides valuable information that the Engineering staff will use to further rehabilitate the sewer collection system. The continuity and consistency of the data is vital as the Engineering staff decides location and extent of future rehabilitation activities. The attached order would authorize a three year contract with ADS LLC to continue with the current flow monitoring and data analysis. Finance Committee 08/20/2018 Recommend for passage 50 Consent 08/27/201818-328 CITY OF BANGOR ORDER 08/27/2018 18-328 Nichols Authorizing Execution of a Three-Year Contract in the Amount of $294,360 to ADS LLC for the Sewer Flow Monitoring Program Whereas, the United States Environmental Protection Agency, under the Clean Water Act and a consent decree signed by the City of Bangor, requires the City to monitor sewer flows for Combined Sewer Overflows in the Penobscot River and Kenduskeag Stream; and Whereas, the City has contracted with ADS LLC. to provide data and equipment on sewer monitors since 2011; and Whereas, consistency within the monitoring program is necessary to ensure continuity of reported data. Now Therefore: Be it Ordered by the City Council of the City of Bangor that, the Finance Director is hereby authorized to execute a three year agreement with ADS LLC for sewer flow monitoring services.
