Commentary:
The Penobscot Valley Refuse Disposal District recently authorized the
establishment of a Standing Committee boattemptto locate one or more
regional sites for the disposal of demolition debris. Mere are approxi-
mately eight communities In the area who are interested. representing
602 of the total District membership. MeCommitted proposes to hire a
Engineering Consultant to locate suitable sites and to do preliminary
design and Cost estimates. It is estimated that 1t will take well o
a year to obtain approval and to develop a demolition debris landfills
and the Kittredge Mad Landfill is fast running out of space.

ORDERED,
ME , WHEREAS. the City of Bangor, along with other communities in the
Penobscot Valley area, is experiencing a growing problem regarding the proper
disposal of demolition debris; and
WHEREAS, the capacity of the Kittredge Road Landfill is limited, and a
replacement site will be required in the near future; and
WHEREAS, the Penobscot Valley Refuse Disposal District is establishing
a Standing Committee to undertake a detailed engineering study to locate and
establish one
or more new regional sites for the disposal of demolition
debris; and
WHEREAS, it is in the best interests of the City of Bangor to participate
in the study;
NOW, THEREFORE, Be It
ORDERED, THAT James D. Ring. Director of Operations and Maintenance,
who is presently an Alternate District Director. be designated as the
representative of the City of Bangor on said Standing Committee; and be it
further
ORDERED, THAT the sum of $33,000 be appropriated out of existing Capital
Account No. 52-60-20 (5020) to cover the City's share of said study, said amount
representing $1.00 per capita of population, asrequired by those communities
who will be participating in the study; and be it further
ORDERED, THAT the Operations and Maintenance Director periodically
report to the City Manager on the progress of said Standing Committee on
demolition debris.
