Commentary:
The Planning Board held a public hearing on C.O. p 88-308 at
its regular meeting of duly 18, 1988. After considerable dis-
cussion on the potential for increasing the comber of dwelling
units on this 27,000 sq. ft. lot under the proposed R-2 zoning,
the Board voted 5 to 0 to recommend denial of the requesite3 zone
change.
Dr. Vance Aloupis, the property owner, spoke in support of the
application. Stan Israel and Charles Murray, representing the
East Side Property Owners Association spoke in opposition.

addition, applicant requests special exception approval to relocate
a radio tower and increase its height from 125 feet to 165 feet. This
plan was previously approved November 5, 1984 and the approval lapsed
prior to completion.
b. In the Agricultural Zone radio and television towers are required
to have special exception approval.(Chapter VIII, Article 5, Sec.
3(2)(f).) The 40' x 40' additionis an accessory use to the
church, which is a special exception use in the Agricultural Zone.
C. In addressing the standards for special exception the proposed
changes will have slight or no impact at all on traffic, muni-
cipal services, or general health and safety of the. neighborhood.
The moat obvious impact of a 165' radio tower is aual one.
The proposed tower will be setback approximately 500'sfrom Broadway
n a parcel of 11 acres, both of which will lessen its' impact on
the surrounding properties.
d. Staff would recommend. special exception approval.
e. The City Engineer's Office has reviewed the site plan and Staff
would recommend site plan approval if the special exception is granted.

a. This item was continued at the Board's, July 5, 1988 meeting to allow
the applicant more time in order that some property transfers could
take place.
b. The Staff's memorandum of June 28, 1988, Item No. 4, reviews the
proposed zone change request..

a. Applicant re nests a change in zoning from Residential 1 Zone to
Residential 2 Zone for a 27,000 sq. ft. parcel located on Kira Drive,
off Mt. Hope Avenue.
b. The property in question is a.lot in the recently approved Mt. Hope
Estates Subdivision. There presently exists a 29' x 70' building
which was previously used as a church and a veterinary hospital.
C. The Residential 2 Zone would allow the applicant to build a two -unit
building on a 12,000 sq. ft, lot. With the lot in question it could
be split into two lots each of which could be developed as a duplex.
The proposed request falls under the heading of a "spot zone." Approving
this request will single Out this parcel for special treatment o
privileges not allowed or available to the other adjacent properties.
-The Board may recall a similar request was made on East Broadway which
failed to gain approval.
