on August 14, 1988, for the Purpose of allowing the developer to "complete
discussions with interested parties regarding execution of an Option on the

Commentary for Order, Extealing Tentative Developer Status H-2 6 H-3
This proposed Council Order grants an extension of tentative developer status
to Albert H. Smaha relative to redevelopment of Parcels H-2 and H-3. The
extension is set to terminate on September 26, 1988 (the data of the second
Council meeting in Septeabe[) in order that all concerned parties may resolve
various outstanding issues in a mutually -satisfactory manner. As you are
aware, the redevelopment of the subject parcels has been complicated with
unique difficulties, to wit: the need for the City and Bion Foster to "swap"
certain lots of land, the proper discontinuance of Frazier Street, Gridley
Street and Church Lease, the need to provide alternative access to St. John's
Church for fire safety equipment, oil trucks and boiler equipment, aid the
inning of certain areas of land in the area.
All of these contingencies
Fast be resolved before a urate survey can be prepared to indicate the
final metes and bounds of Parcels H-2 and H-3. Obviously the developer will
be unable to make a final presentation of his plans, and will also be usable
to present final dollar figures and square footage calculations for the Option
Agreement until the fisal survey is completed. The need for an extension is
rot the result of actions taken by the Developer. Mr. Smaha still intends to
redevelop the subject property in accordance with the plans and designs
presented to add favorably recamnmded by the Community Development Committee.
