Said parcel containing approximately 50 acres and being more parti-

SUBJECT: Agenda Review - August 15, 1988 Meeting
PUBLIC HEARINGS
Item No. 1: Zone Change - Corner of Center Street and Cumberland Street -
Philip C. Frederick - C.O. 9 88-339
a. Applicant requests a zone change from Civic and Institutional Zone to
Commercial 2 Zone for a 9,000 sq. ft. parcel located on the corner of
Center Street and Cumberland Street (96 Center Street).
b. The zone change in question is the former site of the Advent Christian
Church. The site was accordingly zoned Civic and Institutional and in
the Land Use Plan for the same.
C, The question before the Planning Board is, what is the appropriate
reuse of the property if it is no longer a church? The present zoning
would allow a number of reuses; public agencies or community service
organizations and medical offices.
d. Given the City's land use and zoning policies along Center Street
Staff would find Residential 4 zoning or Commercial 1 zoning appropriate.
The present request is for Commercial 2 zoning which is contrary to the
existing corners of Cumberland and Center Streets which are Commercial 1.
The Board may recall the lengthy debate over the Painted Pony zone change
which requested Commercial 2 zoning. The Boardrecommended a limited
contract zone which was approved.
e. A C-2 Zone at this location would be viewed as a spot zone and incon-
sistent with the City's treatment of other similar properties immediately
adjacent. Staff would recommend that the Planning Board recommend denial.
Item No. 2: Zone Change - Stillwater Avenue - Ralph H. Lane and William
R. Potter - C.O. A 88-340.
a. Applicant requests a change from Agricultural Zone to Commercial 2
Zane of property containing approximately 50 acres
s located on Stillwater
Ave and Kittredge Road. The area in question is proposed for
commercial use in the City's Comprehensive Plan.
b. Since the commercial zoning is consistent with the City's Land Use
policy for the area and is also compatible with abutting C-2 zoning
and the uses on this portion of Stillwater Avenue in general, Staff
would recommend that the Board recommend this zone change request to
the City Council.
