This-is final authorization for submission of an application to
the Farmers Home Administration for a $100,000 grant toward public
improvements in the proposed Maine Avenue-Illinois Avenue business
development park. Authorization for sulr n of the preliminary

application was given in Council Order 88-250 The final app-
licationwill escrow the grant funds £or Bangor's project use, and
requires use of the total funds for materials and labor inroad,
sewer, water and drainage improvements within two years. Pre-
lim' ary estimates pending final engineering for city coats of
these improvements total $127,000 including $]],500 inroad work
and $50,000 in sewer work which would require funding in 1989 and
1990. Remaining costa for the project in preliminary estimates
include the $100,000 FmHA grant, $50,000 -in Water Districts funds
and an estimated $40,000 i 'in-kind' services by the DMB in re-
moval of wood-frarl buildings. The project will provide a
estimated 40 acres of developable sites over the next three years.

Section i - Because of the current
ent early stages of concept
Planning, the exact number and size of lots in the proposed
park are unknown. It is anticipated that because of the parks
location in proximity to the University of Maine Campus in Ban-
gor, Bangor International Airport and the Interstate 95 that the
Park will be an excellent location for a number of firms which
need these support facilities, The campus like appearance of
the area lends itself to the corporate office image.
The impact of the project is expected to be positive and bene-
fitting the greater Bangor area with a population of 90,000. The
number of jobs which will be created is anticipated to be between
600 - 1,000 at completion. The creation of employment oppor-
tunities for residents of the greater Bangor area is a major
goal of this project.

The project is expected to be funded as shown on the attachment
dated. 5/5/88. The city will bond for its $127,500 share, and
the Bangor water District and University of Maine are anticipated
contributing $50,000 and 840,000 respectively. The remainder of
the projected costs are $100,000 and are the basis of this
application.
The planning for the project has begun. The anticipated start
is in July of 1988, with the construction of new facilities for
sservice.agency (Multiple Handicapped Center). The actual con-
struction of water and sewer lines will begin in 1989. Also is

of the various infrastructure needs of the area will be completed

and State Historic Preservation Office, and no comments have been
received to date.

SECTION IV - Program Narrative Statement
The proposed Bangor International Business Development Park represents a
major new business/industrial development project in the region, encom-
passing a 40 acre parcel of land which is in close proximity to Bangor
International Airport. The area has some companies already currently
located, but the majority of the land is vacant. The companies which
currently occupy the site are
airline and business corporate office and
service companies in health and education. The intended use of the
land after project completion is similar.
The land is owned by the City of Bangor under a deed from the United
States of America. The land is currently leased to those companies

Occupying the project area. ongterm land leases are anticipated in
the future for the new companies.
A preliminary subdivision plan will be prepared in the upcoming months.
It is anticipated that there will be 15 lots created, of varying size
with certain lots being designated for the various types of companies.
Restrictive development standards will apply to insure an attractive
project.
In Order to properly service the future lots, infrastructure improve-
ments are necessary. It is anticipated that $317,500 in improvements
will be done over the next thirty months. These improvements consist
of rebuilding Illinois Ave., Buchanan St., new storm and sanitary
sewers on Illinois Ave., new water lines on Nammond and Illinois Ave.,
and demolition of old, dilapidated wooden structures currently scattered
over the area. (See summary sheet)
Planning is now being undertaken, and public improvements will begin
this year. The full development of the new park is estimated at five
Years. In addition to the service/educational/business/airline head-
quarters that already axist within or close to the 40 -acre tract, the
land use plan calls for attractive light industrial uses. The site will
be highlyattractive because of its proximity to the abutting University
College campus in Bangor (University of Maine affiliate), General Avia-
tion Terminal and corporate aircraft services, International Trade Ser -
ices, first class air transportation services, and the business dis-
trict and workforce base. Marketing will be conducted by the Economic
Development Department of the City, in cooperation with regional services.
When infrastructure of roadways, sewers and water linea are completed in
1989-90, and the park fully occupied by 1993, it is estimated that be-
tween 600 and 1,000 new jobs will be created in the region, the number
depending upon the density of operations. other benefits include new
skill opportunities for the regional workforce,close economic ' develop-
ment programing with the University of Maine, broadened tax base for
the community, increased land revenues from leases to assist directly
and indirectly in the operation of Bangor International Airport, and
significant increases in general business activity in the market region.
The project is
envisioned as the first, high quality industrial/business
park in eastern Maine.
