Commentary:
The Planning Board held a public hearing
on C.O. p 88-291 at its
regular meeting of July 18, 1988. After
discussion on the con-
sistency of the proposed zoning with the
City's. Land Use policy,
n this area, the Board voted 5 to 0 to recommend
this zone change
to the City Council subject to receipt of
an amended application
giving applicant standing for his request
on the whole area
covered by the zone change.
NOTE: Attached is an amended C.O. 9 88-291
which corrects an
error in the Nap and Lot No. of the
parcel in question
at the time the application was filed
and the Council
Ordinance was prepared.

No. R-15, Parcel No. IA) from Agricultural Zone to Residential 4 Zone.
Said parcel containing approximately 15.8 acres- and being more parti-
cularly indicated on the map attached hereto and made a part hereof.

Item No.. 4: Zone Change - Outer Ohio Street - Joseph Bolduc - C.O. A

a. Applicant requests a change in zoning from Agricultural Zone to
Residential 4 Zone for a parcel containing approximately 15.8 acres
on Outer Ohio Street (beyond so-called "New Capehart'.' north of
Griffin Road).
b. The area in question is located in an area proposed for high-density
residential and the zoning requested would be considered consistent
with that Land Use Policy. Also the zoning of the adjacent parcel
on Ohio Street is presently Residential 4.
c. Sewer service is available to adjacent parcels, while the parcel in
question is not serviced at present. However, any sewer service
problems can be easily overcome.
d. Because the parcel is proposed for high-density residential use
and because of the compatibility with adjacent Residential 4 zoning,
Staff would recommend that the Planning Board recommend the above
zone change to the City Council.
Item No. 5: Special Exception/Site Plan - 750 Union Street - The Hillhaven
Corporation
a. Applicant requests special exception and site plan approval to
construct a 746 sq. ft. addition to an existing nursing home in a
Residential 5 Zone located on Union Street.
b. Nursing homes are special exception uses in residential zones on
major streets and because this small addition adds to the floor area
of the nursing home, it must have special exception approval as well
as site plan approval. Staff would recommend special exception
approval as the use meets the special axception criteria and it is
appropriately located on a major street- Union Street. Staff would
also recommend site plan approval for the small addition as the
site plan meets the requirements of the Ordinance and the requirements
of the zone.
item No. 6: Special Exception/Site Plan - 14, 16 Dirigo Drive -
Department of Health and Welfare
a. Applicant requests special exception and site plan approval for
e of the area in two existing dwelling units in existing buildings
for a rooming house. The two existing dwelling units would become
a one -bedroom apartment and five rooms. There would be no change to
the exterior to the existing fourplex.
b. The proposed use is in keeping with the present development in the
area and meets the requirements for special exception approval
under Article 22. Since there is no major change to the building
or to the site, the submittal required to meet the conditions for
special exception approval is a site sketch for site plan approval.
Staff would recommend special exception approval and approval of
the site sketch submitted for site plan approval as the proposed
site development meets the requirements of the R-5 Zone and those for
site plan approval.
