Count n CITY OF BANGOR, MAINE Engineering Department June 8. 1988 To the Municipal Officers: Reference is made to a petition dated April 19, 1988 from James P. Kelleher, a copy of which is attached, requesting an extension of the sanitary sewer on Ohio Street i asoutherly direction from its present terminus n the Rainbow Trailer Park to serve property now owned by bion, formerly awned by Earl E. and Jeanette R. Gary at 1271 Ohio Street. The City Council by Council Order 85-180 passed May 13. 1985 directed the City Engineer to do a cost study for the above described sewer extension. It was determined at that time that the Katal cost of extending the sewer would be $7.600.00. and three properties would benefit, ae follows: Karl E. d Jeanette M. Gary Estimated Assessment 1352 Ohio Street 375' frontage $ 960.00 Dana I. d Marjorie R. Hodgkins 1392 Ohio Street 368' frontage 2,018.00 Marlon Stanch£ield 1373 Ohio Street 150' frontage 823.00 ;3,801.00 Mr. Gary was the original petitioner for the sewer extension, and we in favor of the extension as proposed at that time; however, the other two property Owners were a not in favor. and Mr. Gary a not willing to pay the mire privateshare, sun that the project was notundertaken. The Gary property has since been purchased by Mr. Kelleher, who has indicated in the attached petition that he would be willing to pay the full private char of the s extension. The total estimated cost of the installation e of 310 feet of 8 inch sewer and o manhole is now $10,000.00, so that the private share would Amount to $5,000.00. Since the soils are generally not suitable for proper septic tank installation in that area, and since the project will potentially benefit the other two properties mentioned, it isended that the a extension be undertaken, subject to the receipt of theestimatedprivate share of $5,000.00 from Mr. Kelleher. It is further proposed that should the other two properties request entry into the sewer in the future, that they be assessed a proportionate amount of the private share, to be reimbursed to Mr. Kelleher. I will agree to pay up to $5,000.00, which should represent 504 0£ tat projects total -costs acwrding to a recent estimate by W. Frawley. The only oanition to this ¢mnitteent is that I have applied for a zone change for this site (City Map R-14, lot ]D) from Agricultural to Residential I (R -t) ani this will allow, ce to build in this location. I have met with both the Cede Ehforcenent Office and Planning Office ann this request appears n Stent with the City's planned use for this location. The Council's prrwpt action is isportant to ore, it will allow, no to start instruction this Spring.
