Commentary:
A petition has been received requesting the improvement of the end of
Bailey Street, a public way extending west from Ohio Street, by
constructing a cul-de-sac at the westerly end and the extension of the
anitary sewer approximately 80 feet west from its present terminus.
The improvements are
needed to permit the development of a parcel of
vacant land at the westerly end of, the street
Although Bailey Street was
accepted e a public way for a total distance
of approximately 310 feet in it was only constructed for a distance
of 200 feet, and no cul-de-sac was provided. The Petitioner would dedicate
sufficient land for the cul-de- right-of-way, and would share inthe
costa of the road and severextension as provided by Ordinance.
It is recommended that this Order be referred to the Finance Committee
for their omeeting on Wednesday. April 13th.

THAT the attached report of the City Engineer shoving the estimated coat
of constructing a cul-de-sac on the westerly end of Bailey Street, and the
extension of the existing sanitary sewer on Bailey Street for a distance of
approximately 80 feet in a westerly direction. be and hereby is accepted; and
be it further

THAT said cul-de-sac be constructed and that the sewer be extended subject
to the receipt of the private share of said construction; be it further

THAT the sum of Four Thousand Seven Hundred Fifty Dollars ($4.750.00) be
transferred from the Capital Account fox Street Reconstruction to c r the cost
of the construction of the cul-de-sac, and that the s of Due Thou and We
Hundred Fifty Dollars ($1,250.00) be transferred from the Reserve for Future
Construction - Sewer Account to covet the City's share of the sewer cost.

the bus currently operates m a schedule pulse system with a central Trans-
fer point a the State Street shelter. The four B gar in -town routes neat
at the shelter every thirty minutes, the Old Town every hour and the Brewer
and Banpden routes poise hourly fran 6:15 to 8:45➢M and 2:15 to 5:15PM.
According To a study done in 1984 by Ernst 6 Wni.mhey in association with
J s Associates. they agree with our operating concept. They said, "In
theory a good pulse -point systen should be geographically cental to the
ccnmhnities the systan serves, and if ressible it should he located rear
major generators. 'lhe shelter in dan[van Bangor serves both of these
functions. The pulse urethn also albs for convenient transfers between
routes." A transfer survey taken in November 1984 indicated that the sys-
tam wide transfer rate vss 15.5 percent with the highest route rate of 23.1
pert t. TTis data indicates the need for a schedule -time pulse point sys-
tan such as is currently operat i by the Bus.
The State Street shelter is a vajoe generator for downtown Eangor. C rent-
ly the system provides approwcinately 2,000 rides daily, 46% or 920 rides
originate at the shelter, 278 or 540 rides are destine for tlhe shelter and
15.59 or 310 rides transfer at the Shelter.

To the Municipal Officers:
Reference is made to a petition received from Paul Buchanan, requesting
the City's consideration in the construction of a cul-de-sac On the westerly
end of Bailey Street, and the extension of the existing sanitary sewer to the
center of the cul-de-sac.
Bailey Street is ancepted public way, extending approximately 260
feet west from Ohio Street, it intersects Spaulding Street, as accepted
way extending approximately 450 feet northerly to Westland Street: however,
Bailey Street has only been constructed for a distance of approximately 200
feet, and Spaulding Street has never been constructed; a cul-de-sac was er
constructed at the end of the existing improved portion of Bailey Street.
Since Mr. Bucharan desires to develop two house lots on the land at the
westerly end of Bailey Street, and since access to Said property would require

extension of the roadway Improvements for a additional distance Of approxi-
mately 100 feet, including theconstruction of a cul-de-sac, and the extension
of the sanitary sewer for a distance of approximately 80 feet, he has petitioned
the City for consideration of the extension of the road and sewer, and has agreed
to dedicate sufficient right -of -may for the construction of a 100 -foot diameter
cul-de-sac at the westerly end.
The total estimated coat of the roadway construction is Nine Thousand Five
Hundred Dollars (§9,500.00). Bader the provisions of Chapter VI, Article 14.
Section 5.1.7 of the Laws and Ordinances of the City of Bangor pertaining to
special improvements to existing public streets. fifty percent of the cost of
the improvements may be assessed against the properties benefitted.
The estimated coat of the sanitary a extension is Two Thousand Five
Hundred Dollars ($2,500.00) Of which fifty percent of the cost may be assessed
in accordance with the provisions Of Chapter VI. Article 14, Section 5.1.5 of
the Laws and Ordinances Of the City of Bangor.
Since Bailey Street is an accepted public way, £ portion of which has
never been improved, and inasmuch as Chapter FLT, Subsection 1.2.3 of the
Laws and Ordinances require the construction of cul-de-aacs on dead end
streets, and whereas it would be in the public interest to have a cul-de-sac
at the end Of saidstreet, it is recommended that the street be extended, and
that the sanitary sewer be extended to serve the adjacent property, subject
t0 receipt of £1£typercent of the estimated cost of the street and sewer
extension from the Developer.
