Member George Burgoyne Matt Carter Eugene“Tony” Manzo Reese Perkins Mike Pullen, Consultant to HPC City Staff Present: Sean Gambrel, HPC & Planner David Gould, Planner Paul Nicklas, Asst. City Solicitor Chair Perkinscalled the meeting to order at 7:00 p.m. PROJECT REVIEW 1.22 Central St – House Revivers, Inc., Applicant Façade Alterations Chapter 71 –Bangor Center Revitalization Area, Design Review David Kelley with House Revivers described proposal and provided samples of awnings and new azac material. Small changes to awnings and panels. Proposing azac material for lower panels to resist rot. Other work is maintenance. Mike Pullen provided report – pretty much in line with requirements. Alteration of panels and awning profile are actually preferable. Commissioner Carter moves approval with condition that height of awning is compliant with code enforcement standards. Commissioner Burgoyne seconded motion. Approved unanimously. 2.187ExchangeSt–Thompson-Hamel,LLC,Applicant Add Exterior Lighting Chapter148–HistoricPreservation,CertificateofAppropriateness Bryan Thompson with Thompson-Hamel, LLC presented the application. Mike Pullen provided report – verified lights are anchored into mortar joint. Color is appropriate. Light design seems okay as there are no other fixtures to match. Commissioner Carter asked about signs. Applicant is waiting for design for sign at front and then will come to City for both. Commissioner Carter moves approval, Assoc. Member Banfield seconds. Approved unanimously. 3.187 Exchange St –Thompson-Hamel, LLC, Applicant Add Exterior Lighting Chapter 71 –Bangor Center Revitalization Area, Design Review Commissioner Carter moves approval, Assoc. Member Banfield seconds. Approved unanimously. 4.144 Park St –Carter Architectural Design, Applicant Roof Alterations Chapter 148 – Historic Preservation, Certificate of Appropriateness Commissioner Carter noted conflict of interest, HPC voted in agreement. Left room. Kevin Gendreau of EMERA Maine presented the application. Mike Pullen provided report – very unique building, asked about colors of safety tie-off. Commissioner Perkins noted several questions from Commissioner Mallar who was not in attendance. Commissioner Perkins asked if a surrounding railing may be a possibility, rather than a number of signs. Mike Pullen noted this would be disruptive to the style of the building. Commissioner Manzo moves approval with condition that tie-offs be painted to match masonry. Member Burgoyne seconds. Approved unanimously. HISTORIC PRESERVATION PROCESS 5.29 Franklin St –Cressey, Butler & Cohen, Applicant Application to add building to the Great Fire of 1911 District Sean Gambrel and Paul Nicklas described process and qualifications for adding to the district. Heather Furth presented application. Greenhouse removal scheduled for August. Would likely have been included in district without greenhouse. Previously, building has great value. Mike Perkins reminded commission that building was previously listed, suspects that it was listed as an individual land mark. Mr. Perkins believes that this is a very important building. Assoc. Member Banfield asked about the fence and areaway. Mrs. Furth noted that they are in discussion with the state. Qualifications: 148-3A: Significant because it was part of the Great Fire and was the stopping point, “Broad Culture and Economic History.” 148-3B. Possibly – Pierce family was notable. 148-3C. Not applicable. 148-3D. Not applicable 148-3E. Contributes to the harmony of the district 148-4F. Was previously on register in 1983, without atrium. Not that atrium will be gone. Applicant was dismissed and public hearing left open. OTHER BUSINESS 6.Approval of June 14, 2018 Meeting Minutes - meeting minutes of June 14, 2018 were approved unanimously.
