Commentary: The Tri -County Cocain Task Force, which Na operated success-
fully
in the Bangor a for the last two years, has been absorbed by the new
state Bureau of Intergovernmental Drug Enforcement IBM).
We have contributed one officer to the task force effort since
its inception and now have as opportunity, " a request from BIDE, to contribute
a second rem, to work in th4 area.
It is to the City's benefit to contribute the second man
bec a theamount of drug and spin-off investigations done In Bangor by this
unit will far exceed cut own capabilities. Due to excellent cooperation between
agencies this is asof the o Investigation units being greater than the
sun um
of their pber ps wondered by state statutes, BIDE will reimburse the
City for IBM of the coat of each officer we provide. _
I,wculd like to send the second officer to BIDE and hire two ne
officers,and above the current staff authorisation, with the reimbursements'
I world also ask that should the positions end we be allowed to disperse with the
extra slots through attrition rather than layoffs. 1 do mt expect the issue to
arise because BIDE has a fire legislative foundation and also because we

pranised first refusal in filling any slot left empty through the recall of one
of our officers.

Commentary:
1. Federally directed and prosecuted major drug case enforcement.
2. Assistance in dealing with minor case (street comer) enforcement issues.
3. Statewide burglary, theft, and fearing intelligence.
4. Excellent training of Individual officers who will bring their Skills
and contacts back to the department after their 12 to 18 month tons.
5. The emergence of hangar as a drug enforcement center in the state.
The task force concept tepreseota.the only effective way for
municipal law enforcement to address the "big business" of illegal drug sales
Through its staunch participation the City of Motor can take a major step in
combating the problem in our area.

WHEREAS, the Maine Legislature has created the Bureau of
Intergovernmental Drug Enforcement; and
WHEREAS, in order. to develop, coordinate, and carry out a
statewide drug enforcement program, the Legislature has decreed
that the Bureauts investigative staff be comprised of officers
n detached assignment from municipal, county, and state law
enforcement agencies; and
WHEREAS, said municipal law enforcement agencies shall be
compensated at a rate of 1004 for the services of all municipal
officers so assigned; and
WHEREAS, the City of .Bangor supports integrated illegal drug
traffic interdiction,
NOW, THEREFORE, By the City Council of the City of Bangor, be it
ORDERED,
THAT the Chief of Police be authorized to allow Bangor police
Officers to be assigned as investigative agents to the Bureau
of Interdepartmental Drug Enforcement in accordance with 25
M.R.S.A. §2456, and subject to the further condition that n
more than two simultaneous assignments shall be allowed] and be
it further
ORDERED.
THAT the Chief of Police be authorized to hire two replacement
officers, over and above the current staff authorization.
