Commentary:
It is imperative that the City Council immediately establish
the authority to use the Kittridge Road Landfill for the disposal
of demolition debris only, thus eliminating the current use of the
site by homeowners for normal residential wastes.
The attached ordinance would enable the Council t0 establish
sites for the disposal or transfer of special wastes, including
demolition debris, and to establish fees therefor. In addition,
it would authorize the adoption of rules and regulations for
such sites by Council order. A separate Council order may be found
elsewhere on tonight's agenda.
Given the emergency situation we
currently face, we request that
Council consider suspending the rules and adopting this ordinance
as an emergency measure.
Manager's Comments: _
While this. isnot something we,really. wish to do, it Appears we
have no choice and I recommend your approval. Let us all keep i
mind, however, that this is at best a short-term solution and w
must continue to vigorously pursue a long-term regional answer to
those elements of the solid waste,-7 disposal problem not addressed
by inceneration.

WHEREAS, it inecessary that the City of Bangor establish an
interim plan fortheof demolition debris and may,
from time to time, be required to establish additional rules
and regulations pertaining to the operation of disposal areas
for various forms of solid waste,
NOW, THEREFORE, be it ordained by the City Council of the City
of Bangor, as follows:
THAT Chapter V, Article 1, Sec. 15,Munici al Waste Disposal
Area, be amended by the addition of t9 io�w ng su�bpaxagmaph:
15.11 Establishment and Operation of Disposal Areas
for Special wastes. The City Council may from time
to time establish rules and
regulations for the disposal and/or transfer of special
wastes, including, but not limited to, demolition
debris, white goods, tires, or other unacceptable
wastes as defined in Subsection 15.3, including hhe
location, the hours of operation, the establishment
and method of collection of disposal fees, and any
otherappropriate conditions. The establishment of
said facilities and the rules pertaining to the
operation thereof, including fee Schedules, shall
be established by Council Order, including subsequent
amendments thereto.
