Item/Subject: Order Authorizing Construction of Temporary Parking Areas

Construction of the Parking Garage will eliminate. 130 permit
spaces in the downtown area. While the garage will eventually pro-
vide a long-term solution to the parking problem in the area of
downtown, the short-term problem most be addressed.
To do this, we. -Gould recommend the following:
1. Construct a temporary parking area at the site
of the former superior Pacer Company Building.
This lot will hold approximately 100 vehicles.
2. Redesign and expand the on -street parking o
Front Street. This will add 'approximately 75
to 80 soaces.
3. Construct a small temporary lot at the gas
works property atthe corner of Hellier and
Patten Streets. This will hold approximately
40 to 50 vehicles.
As aesult of this temporary action, we hope to add approxi-
mately 215parking spaces. If this :can -be accomplished, we will
have a net gain in overall spates available in the downtown area
during the construction period.
In addition, the Planning Division is currently reviewing the
entire on -street parking situation in the hopes of possibly'iden-
tifying afew extra spaces in this area.
Shuttle service
will-be 'extended fo'the Superibi-Paper.,lot' and'
hopefully, tothecGas Works Lot. The Transit system is currently
running some tests to determine how the shuttle will operate and
thefeasability of extending service to the Gas Works.
We recognize that these changes will he disruptive to estab-
lished downtown parking patterns. We hope that these proposals
will make the situation manageable. Finally, we ask that everyone
have patience while our permanent solution is constructed.
Staff will beprepared to fully discuss these proposals of the
meeting. They have been presented to and approved by the
Public Safety Committee.

ORDERED,
THAT WHEREAS, the construction of the parking garage on the
"Park and. Shop" Lot will decrease the availability of permit parking
spaces in the downtown.
NOW, THEREFORE, BE IT ORDERED THAT. the City Manager be
authorized to have constructed temporary parking areas in the Front
Street area at the site of the former Superior Paper Company Building
and at the "Gas Works" property at the corner of Hellier and Patten
Streets.
