By tM City Council of the City ofEaigor: !'t O TMT the City Council hereby receives and accepts the communication from the Bangor Economic Development Advisory Commission dated March 10, 1988 and attached hereto, relating to support of expanded child care proposals in Maine, and further authorizes the City Manager to communicate its support to the Office of the Governor, Bangor's legislative representatives and to the members of the State Legislature's Human Resources Committee. Statement of Fact: The Development Commission's. recommendation emphasizes the need for expanded day care center programming in Maine as an important part of the City's. economic development strategy. if approved, a letter stating the City Council's support will be transmitted to the appropriate parties. Prankel and Members of the Bangor City Council Bangor, Maine 04401 Rear Mr. Ctaimaan and Menbers: The Bangor Emncmic Dav lo{ment Advisory consissia has peen reviewing some of the proposed legislation and progressing affecting econanlc developrent which is being cvmidered by the arrant Maine legislature. One of these program areas relates to greater assistance and support for much-needed Rr Gajon of the day care centers in our state. The creation of such day care centers has pecans a crucial reed in econciuc develop- psent to service and build the workforces available to a developing con unity. To ensure that such progransing exists as a resource to business. and industry is essential. This IN even more important where a oaswnity's econcsic growth strategy seeks to attract pperatias spanning growth moonrise of the future, including tele- creunicatiore, telemarketing, arewer distribution, high tech manufacturing, and data processing involving vedical, insurance, banking, information systems and other fors of high service industries. The State of Main currently is considering a $3.5 million program of expended - resources for child care. This includes certain incentive progmas for business in rem child care prcgram davelowent, Such as model on-site employer supported child care centers, model multi-employer chlld care centers, and r del esployer-subsidized voucher progeans with an even state match. The Bangor EcNGI R.velcov ent Advisory Commission at its March 2, 1988 meeting received information on the proposals, discussed the programs, and voted to mocarond to the City Council that it authorize an appropriate letter of support fmEE the City to be sulmitted to the GevaroI office, area representatives and other appropriate legislators.
