Commentary:
She attached amendment will allow the Police Department to extend
its taxicab inspection program by authorizing random inspections
n addition to the current annual inspection. This will allow the
Department to respond to complaints from the public in a more timely
fashion.
Manager's Comments:
This change has been reviewed and approved by the Public Safety
Committee. It will give the Police Department someadditional
flexibility in responding to complaints. I recommend your approval.

THAT the provisions of Chapter N, Article 1, Sec. 4, Subeactien 4.2
to deleted in their entirety and replaced with the following:
Section 4.2 Inspection of Taxicabs
Frequency - The Chief of Police or his authorized agent shall have
the authority to inspect, or cause to be inspected, any and all
taxicabs so as to inwrs that any taxicab is safe and suitable for
taxicab service as follows:
1) prior to the issuance of any new taxicab license;
2) once each calendar year prior to the renewal of any
existing taxicab license; and
3) rand(ARly, at the discretion of the Chief of Police or his
authorized agent.
Scope - During any taxicab inspection the Chief of Police or his
authorized agent shall shall inspect each taxicab and find that such
taxicabx
1) has a valid State of Maine rotor vehicle registration
certificate;
2) has a valid State of Maine inspection sticker placed on
the windshield in accordance with state law;
3) is equipped with a sealed taximeter placed in accordance
with Section 4.1 of this article;
4) meets the identifying lights and identifying markings
requirements of Section 6 and 6.1 of this article;
5) has an emergency brake in good operating condition;
6) has operable headlights, to include high and low hearts;
J) has operable directional signals;
8) has operable brake lights;
9) has operable parking lights;
10) has tires which couply with existing statutes, rules and
regulations relating to State of Maine inspection laws;
11) is in a clean and sanitary condition; and
13) in all other respects is safe and suitable for taxicab
service.
