Authorizing City Manager to execute a second amendment to the Management Agreement between the City
of Bangor and Republic Parking System, Inc.
City staff have been looking into a parking change that will utilize a license plate reader (LPR)
system. Under the LPR system, the parking enforcement will be done using cameras and GPS to
identify violations and print tickets as a vehicle drives through the streets of Downtown. This change
was contained within the FY 19' budget that was passed on June 25, 2018.
Republic Parking Systems, Inc. (RPS) will be responsible for facilitating/operating the LPR system.
RPS employees will operate the vehicles utilizing the new LPR system and have authority to issue
parking tickets. As such, we need to amend the current contract (effective January 1, 2014) the City
has with RPS that will permit RPS to provide such enforcement services for our on-street parking
downtown.
Notable changes to the contract include that RPS will be purchasing a vehicle to be used for
enforcement. Repayment by the city for that purchase will be amortized over a five-year period.
Additionally, there will be an added annual management fee of $12,000.
This item will be reviewed by the Finance Committee prior to this evening's Council meeting.

Authorizing City Manager to execute a second amendment to the Management Agreement between the City
of Bangor and Republic Parking System, Inc.
WHEREAS, the City Council voted to incorporate a License Plate Reader (LPR) platform to manage on street
parking in downtown Bangor; and
WHEREAS, the City of Bangor ("CITY") and Republic Parking System, Inc. ("OPERATOR") are parties to a
management agreement dated the 30th of 2014 (sic) and effective January 1, 2014; and
WHEREAS, the City wishes to expand the services provided by the Operator to include Parking Enforcement
Services for parking facilities, and the operator has agreed to provide the said additional services; and
WHERAS, the terms of the agreement include the following:
1. Enforcement of parking regulations
2. Gross revenues will include all amounts from parking violations collected
3. An additional $12,000 management fee
4.The purchase of a vehicle which will be amortized over 5 years
Be it Ordered by the City Council of the City of Bangor that,
Catherine M. Conlow, City Manager, is hereby authorized on behalf of the City of Bangor, to execute an
amendment to the Management Agreement between the City of Bangor and Republic Parking System, Inc.
effective January 1, 2014 to include Parking Enforcement Services as defined attached. Said amendment shall
be in a form as approved by the City Solicitor or Assistant City Solicitor.
