Authorizing Execution of Right-of-Entry for Environmental Assessment and Response with the United States
Government - Telford Drive
This Order will authorize the City Manager to execute the Agreement with the United States
Government for remediation of a potentially contaminated site. Bangor International Airport is a
former military base and a site off of Telford Drive, which was the former Air Force salvage yard, has
been identified by the US government as a site of possible contamination. For this site, the military
has been identified as the sole source of the contamination, which makes it a "Formerly Used
Defense Site (FUDS)" and the U. S. Government is solely responsible for remediation.
Because the Telford Drive site is a FUDS, the Army Corps of Engineer has requested a five year
right-of-entry agreement with the City in order to investigate and remediate contamination at the
site. The City has no obligation for any clean up.

WHEREAS, Bangor International Airport is a former military base and, as such, it is common to find areas of
contamination or possible contamination; and
WHEREAS, one such site is located on Telford Drive, the former Air Force salvage yard; and
WHEREAS, because the sole source of the contamination was the military the U. S. Government is responsible
for remediation; and
WHEREAS, the Army Corps of Engineer has requested a five year right-of-entry agreement with the City in
order to investigate the site and the City has no obligation for any contamination.
Be it Ordered by the City Council of the City of Bangor that,
Catherine M. Conlow, City Manager, is hereby authorized to execute the a Right-of-Entry Agreement with the
United States of America to allow access to City land in the area of Telford Drive to perform water and soil
sampling, install, if neccesary, monitoring wells and perform environmental inspections.
