HomeMy WebLinkAbout2018-06-05 Infrastructure Committee Minutes Infrastructure Committee Minutes June 5, 2018 ATTENDEES Councilors: Sara Nichols Dan Tremble Clare Davitt Joe Perry Gibran Graham David Nealley Staff: Cathy Conlow John Theriault Andy Rudzinski Amanda Smith Paul Nicklas Members of the Public: Joshua Saucier, BNG AGENDA 1. 319 Grant Application: Birchwood Avenue in Capehart Brook Watershed John Theriault stated this was a grant in the amount of $150,000, with a 40% match for a bio- retention cell/pond to treat stormwater on Birchwood Avenue. There was some discussion of prior City projects involving the 319 Grant. Vote: Motion made and Seconded for approval. Unanimous 2. Update: Mid-Year Compliance of Consent Decree, Civil Action No. 1:15-cv-00350-NT John outlined the requirement to provide a mid-year report under the Consent Decree and the focused to reduce Combined Sewer Overflows (CSO). The report reflects the City’s ongoing projects such as French Street Utilities Project, Dow Abandonment Project, Wing Park/Carr Brook Project, and Odlin Road Pump Station Project. Vote: No Vote Necessary. 3. Update: Municipal Review Committee (MRC) Contracts Cathy Conlow reference her memo to the Committee and explained the current arrangement, potential changes, alternatives, and recommendation. Vote: Motion Made and Seconded to remain with current plan. (4-1) In favor: Councilor Nichols, Councilor Tremble, Councilor Davitt, and Councilor Perry. Opposed: Councilor Graham. 1 4. Discussion: Brush Disposal Permitting at Public Works Dana outlined the current program. There was discussion of the fees for non-residents, the non-fee for resident and the types of organic materials accepted and delivered to the compost facility on Finson Road. The Committee was of the consensus that the program remain as is. Vote: No Vote Necessary. Motion Made and Seconded to Adjourn Meeting. 2
