Sewer Abatement: 32 North Street, Account # 10017701 Andy Rudzinski informed the Committee this was a second request and was due to a faulty sump pump, which was not going into the sewer and had since been removed. Vote: Moved and Seconded to Approve 2. WWTP: Fiscal Sustainability Plan Presentation Andy Rudzinski and Amanda Smith provided the power point presentation on Fiscal Sustainability Plan which, as explained, was a requirement under the State Revolving Fund Loan. Analysis showed that 75% of the assets were at or beyond useful life, and 25% were well beyond the useful life. The assets had a predicted fifty year life span and plans were in the FY19 budget and in the five year capital plan. Vote: Informational Only 3. Discontinuance: Portion of Pearl Street John outlined the purpose of the discontinuance and noted it was not a thru street. The City maintains the area to be discontinued and would be reverted to the abutters with retention of utility easement. Vote: Moved and Seconded to Approve 1 4. Discussion Regarding Work in City Rights-of-Way Paul Nicklas and Cathy Conlow provided and discussed a draft proposed ordinance that would be for workers performing planned work in the right-of-way, especially major arterials and the shutting down of lanes of travel, blocking parking, and impact on businesses, in particular the downtown congested areas. Joshua Saucier of Bangor Natural Gas Company expressed how vague and obstructive this ordinance was and how the City didn’t need to know every little service call. This would create another hurdle and he would help provide input during the process. The Committee suggest getting feedback from utility companies during the development process and refining the areas and to build in a caveat for exemptions such as emergency situations. Vote: No Vote, Discussion only Meeting Adjourned. 2
