HomeMy WebLinkAbout2018-06-11 18-240 Resolve 06/11/201818-240 06/11/2018 18-240 City Manager Resolve N/A Title, Resolve Making an Adjustment to the Local Education Appropriation Amount if Additional State Funding Becomes Available Due to State of Maine Legislative Action State Statute requires the school budget be approved by the School Committee and City Council. In addition, the Bangor voters must approve the categorical School expenditures, which is scheduled for June 12, 2018. While additional State funding of education is not currently anticipated, School and City administrators recommend that if additional funding is received, it should be directed to reduce the local share of education to the prior year level. Any funds in excess should be allocated to a capital reserve for the purposes of funding minor capital improvement projects, facility upgrades and emergency repairs. The existence of such a fund could reduce future mill rate impacts. The School Committee and City Council took similar action in FY 2018, due to the delay in the passage of the State Biennial budget. The School Committee will be reviewing this proposal at its June 13, 2018 meeting. Council Workshop 06/06/2018 Recommend for passage First Reading 06/11/201818-240 CITY OF BANGOR RESOLVE 06/11/2018 18-240 Perry Making an Adjustment to the Local Education Appropriation Amount if Additional State Funding Becomes Available Due to State of Maine Legislative Action WHEREAS, the State of Maine provides State Education Subsidy funding in support of public education; and WHEREAS, budgetary actions by the Maine State Legislature can have a significant impact on the Bangor School Revenues; and WHEREAS, the Maine State Legislature may implement budgetary changes after the City Council, School Committee and Bangor voters adopt a budget; and WHEREAS, should additional funding be allocated in support of public education funding after the budget is adopted at the local level; and WHEREAS, if additional funding were to exceed the increase in the property tax assessment to support the School Department, said excess shall be deposited into a capital reserve for future use, thereby reducing potential future year mill rate increases; Be it Resolved by the City Council of the City of Bangor that, in the event the Bangor School Department receives more state education subsidy than the amount included in its budget, the School Committee is authorized to first use the additional state subsidy to decrease the local share expectation, as defined in Title 20-A section 15-671-A(1)(B), for local property taxpayers for funding publication education, so that the total amount of funds raised by local taxpayers under Articles 1 and 3 is not less than the prior year amount; the School Committee is then authorized to use up to $500,000 of any remaining additional subsidy to increase the allocation of finance in the Bangor School Department Capital Reserve Fund; and the School Committee is then authorized to use any remaining additional subsidy to further decrease the local cost share expectation, as defined in Title 20-A, section 15671-A(1)(B), for local property taxpayers for funding public education.
