City Manager
Order
N/A
Title, Order
Authorizing Execution of a Metropolitan Planning Agreement between the State of Maine Department of
Transportation, the Bangor Area Comprehensive Transportation System and the City of Bangor.
This Order would authorize the City Manager to sign an agreement regarding planning and data
collection for the bus system with BACTS and MaineDOT.
Federal regulations require the City, the Maine Department of Transportation (Maine DOT), and the
Bangor Area Comprehensive Transportation System (BACTS) to have a written agreement in place
for developing and sharing information. This information includes performance data, performance
targets, progress towards attaining goals, and asset management data. Under this agreement, the
parties would cooperate to set performance measures; use data collection practices and targets that
are compatible statewide where feasible; and exchange drafts of federally-required plans for review
and comment before being finalized. The goal is to collect, share, and evaluate performance data in
a manner that is efficient and effective for all.
This agreement must be signed by all parties no later than May 27, 2018, or federal funding will be
withheld.
