There have been nvmercus complaints over the years regarding the difficult and dangerous egress from Sylvan Road to Rogan Road because of its close proximity to Interstate Highway 1-95. Councilman December ], 1987 Mr. Marshall Frankel, Chairman Bangor City Council Bangor City Ball Barlow Street Bangor, Maine 04401 Bear Chairman Frankel: The development of the area around Sylvan Road/Hogan Road has been escalating at a very rapid pace. The traffic problems at this intersection have existed for a long time but with the growth of the Bangor Mall and now with the Springer Drive development the problems will be compounded. The development of an alternate road from Sylvan Road to Hogan Road utilising a right-of-way over the new Darling's property and a portion of the existing E.M.V.T.I. roadway has been carefully studied and reviewed with the City Engineering Department and now appears to be a logical solution to a very dangerous problem. With the proposed additional development in the Sylvan Road area, the need for this new road is now in order to alleviate a serious public safety problem. It is important to note that all of the problems we face on Sylvan Road are not those of our making but rather problems created by the massive development which has occurred on Hogan Road with the encouragement and consent of the City. The Public Safety Committee of the City Council recently discussed this area and unanimously voted to proceed to study solutions to this problem as they determined it was in the public's interest to correct this public safety problem.
