Summary
This Ordinance will amend Chapter 165 of the Land Development Code to change the zoning of property
located at 208 Maine Avenue from Industry and Service District (I&S) to Airport Development District (ADD).
The Bangor School Department Regional School Program seeks to expand its Regional School and is need of
additional space to accommodate future expansion plans. The current parcel is zoned ADD however, portions
of the parcel are not. If approved, this zone change would re -zone approximately 2 acres from I&S to ADD.
The School use fits into the Airport Development District (ADD).

ORDINANCE, Amending Chapter 165, Land Development Code, By Rezoning 208 Maine Avenue from
Industry and Service District (I&S) to Airport Development District (ADD)
WHEREAS, the Bangor School Department needs additional land for the accommodation of the Regional
Program off Maine Avenue and
WHEREAS, portions of Lot 14 in the Maine Business Enterprise Park is suited for the expansion of facilities
and the land is zoned Industry and Service District (I&S).
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BANGOR AS FOLLOWS, THAT
The zoning boundary lines as established by the zoning Map of the City of Bangor dated October 28, 1991, as
amended, be hereby further amended, as follows:
By changing a parcel of land at 208 Maine Avenue from Industry and Service District (I&S) to Airport
Development District (ADD). Said parcel containing 3.08 acres and being more particularly indicated on the
map attached hereto and made a part hereof.

SUBJECT: Amending Zoning Ordinance
61 Cumberland Street — Contract Urban Service District
(USD) to Government and Institutional Service District
(G&ISD) Council Ordinance 18-161
Please be advised that the Planning Board at its meeting on April 17, 2018, held
a Public Hearing on the above zone change request.
Chairman Charles Boothby asked the applicant or their representative to make a
brief presentation of the request.
Planner Sean Gambrel introduced the project on behalf of the City. Mr. Gambrel
indicated that the City was proposing this rezoning because in the time since the initial
contract was written, there were broad changes to the way churches were handled in
the Zoning Ordinance. The proposed zone change would bring this parcel back in line
with its initial and proposed use as a church.
Katie Foster of Rudman-Winchell spoke, representing Crosspoint Church, who are
acquiring the property. She noted changing to the correct zone was the first step in the
process of reestablishing a church at this site.
Planning Officer Gould indicated the property was rezoned in 1989 when the
Advent Christian Church had out grown the site. The property was purchased with the
purpose of using the building for commercial uses. A contract rezoning was eventually
adopted, and the property became the home of Bangor Floral. The Parsonage was
demolished and turned into parking. Since 1989, various Federal Laws dealing with
regulations of churches motivated the City to allow churches in more commercial
districts, but the 1989 Contract did provide for such reuse, therefore the City has
elected to pursue the change back to Government and Institutional Service District
(G&ISD).
Member Guerette made a motion to recommend the City Council adopt C.O. # 18-161,
amending the Zoning at 61 Cumberland Street from Contract Urban Service District
(USD) to Government and Institutional Service District (G&ISD). Member Durgin
seconded the motion and the Board voted unanimously in favor to recommend C. 0.
