This amendment must be referred to the Planning Board for public hearing prior,tc Council action. - Currently, mobilehome parks are permitted in Agricultural, R-1 and R -IA zones through the special 'exception process. Staff believes that it is not good policy to permit a higher intensity use such a mobilehome parks in an area which is planned and . zoned for ruhal residential and agricultural use. The evolutian of zoning provisions in regard to mobilLhome parks in the 1974 Zoning Ordinance bas been an interesting Originally, mobilehome parks were permitted as special exceptions in Agricultural Zones only. (There w nother zones which made provisions for mobilehume parks•) After the Passage of State Statutory Requirements which dictated Provision for manufactured housing and mobilehome parks i residential 'areas a Of the City, mobilehome parks w added to the R-1 and R -IA Zones a special exceptions. The crite- ria for mobilehome park location and development under the Zoning Ordinance exceptions are basically the s i n the Agricultural Zone and in the ry sitlential a with the exception of the various arterial streets i valved. The Agricultural Zone had alist of streets which differed from the "major street" provisions of the Zoning Ordinance a mof these streets (such as Finson Road) were not present in the Urban a Recently, the list of streets' in the Agricultural Zone was pared down to eliminate some streets Which did not appear to meet arterial street definition. (These included Pinson Road and Essex Street, for example.) S. The whole idea of having a reasonably high density housing Omplex which both as a practical matter and according to ordinance requirements needed a range of urban sec e (particularly, public s and public water) intheAgricul- tural Zone did not makes e s n Once the City's Zoning Ordi- n reflected this factbyadding mobilehome parks to the urban residential districts, there is no further need to Carry them in districts that are intended to be low-density atl to be without urban services. u The zoning policy Wh,Lh proposes such urban housing complexes in Agricultural Zones only sets up a potential conflict between the provision of urbanservices and the mal u and enjoment of the Agri- cultural areas of the community. Since theobjectives of the Agricultural Zone andtheprovision of mobilehome parts appear to be in direct conflict with one another, it makes sr sense to eliminate mobilehome parks from the zone altogeth- .. It must be recognized, however, that State Statutes mandate the provision Of areas for manufactured housing in mobile - home parks and then imposition of urban residential z ing in c those areas planned for urban services and for low density residential use must be forthcoming by the City, if it is to set its obligations under the Statutes antl to provide for a range of housing types in the City. d. Staff would recommend that the Planning Board give a favor- able recommendation to this proposed amendment to the City Council
