Special Exceptions in the Agricultural Zone.

This ordinance amendment would amend the Agricultural Zone to
eliminate mobilehome parks as special exception uses.
This amendment must be referred to the Planning Board for public
hearing prior,tc Council action. -
Currently, mobilehome parks are permitted in Agricultural, R-1 and
R -IA zones through the special 'exception process. Staff
believes that it is not good policy to permit a higher intensity
use such a mobilehome parks in an area which is planned and .
zoned for ruhal residential and agricultural use. Therefore,
the attached ordinance amendment has been prepared for Council/
Planning Board consideration.

a. The evolutian of zoning provisions in regard to mobilLhome
parks in the 1974 Zoning Ordinance bas been an interesting
Originally, mobilehome parks were permitted as special
exceptions in Agricultural Zones only. (There w nother
zones which made provisions for mobilehume parks•) After
the Passage of State Statutory Requirements which dictated

ria for mobilehome park location and development under the
Zoning Ordinance exceptions are basically the s i n the

the "major street" provisions of the Zoning Ordinance a
mof these streets (such as Finson Road) were not present

(These included Pinson Road and Essex Street, for example.)

proposes such urban housing complexes in Agricultural Zones
only sets up a potential conflict between the provision of
urbanservices
and the mal u and enjoment of the Agri-
cultural areas of the community. Since theobjectives of
the Agricultural Zone andtheprovision of mobilehome parts
appear to be in direct conflict with one another, it makes
sr sense to eliminate mobilehome parks from the zone altogeth-
.. It must be recognized, however, that State Statutes mandate
the provision Of areas for manufactured housing in mobile -
home parks and then imposition of urban residential z ing in
c
those areas planned for urban services and for low density
residential use must be forthcoming by the City, if it is to
set its obligations under the Statutes antl to provide for a
range of housing types in the City.
d. Staff would recommend that the Planning Board give a favor-
able recommendation to this proposed amendment to the City
Council
