AND BE IT FURTHER ORDAINED THAT, Chapter V, Article 9 be amended by adding the following: Section 4A.- Sewer Extensions. Any extension of the City sewer system, whether for a public r private sewer, will only be allowed by vote of the Bangor City Council. The Council will authorize such extensions only after receipt of a report from the City Engineer outlining the engineering feasibility and estimated cost of such proposed extension as well a an assessment of the potential properties benefitting from such action and written comments from the. Director of Community and Economic Sevelopment as to the compliance of such an extension with relevant sections of the City's Comprehensive Plan. ' The City Council will base its decision on any sewer extension request on its consistency with the provision of and furtherance of the objectives of the City's Comprehensive Plan and the specific criteria established in this ordinance. Specifically, the City Council will authorize sewer extensions in consideration of the following mandatory requirements: 1. Said sewer lies within the urban growth boundary and: a) the proposed sewer extension does not extend more than 500 feet beyond a primary service area boundary; b) and the .immediately adjacent primary service are not been declared a service deficient area c) and it shall have been determined that it is feasible to—provide other critical services to the area to be served including water, fire protection and adequate traffic capacity on existing or proposed streets: AND 3. In either case under No. 1. or No. 2., above, such an extension will not be installed in or through environmentally sensitive areas such as wetlandsn or through areas of extensive shallow depth to bedrock ror other extreme physio- graphic conditions which would render the cost of installs - tion and maintenance of such a sewer prohibitive in the opinion of the City. AND BE IT FORMER. ORDAINED THAT, Chapter V.
