THAT
WBEREAS, Me City has been notified by Eve M. BltheT. Commissioner. State of
Maine Department of Educational and Culteral Services, that the Legislature
has authorized the distribution of Certification Black Grant Funds during the
State of Maine 1990 fiscal year; and
WHEREAS. the City of Bangor is eligible to receive a share of said Funds: and
MHEREAS, a check for the City of Bangor's share has been issued to the order
of and mailed to the City's Treasurealand '
ENEMAS, in the case of each municipality. the legislative body of the muniei
paligtgimt^.approve� the use of said sande in any of the following three ways:
(1) retain all funds and utilize them for tax relief purposes;
(R)mit all funds to the appropriate school unit; o
(3) any combination of (I) and (3) above. -
NOW, THEREFORE, by the City Council of the City of Bangor, be it
ORDERED.
TWT the City Treasuren i's • hereby directed, upon receipt of the City of
Bangor's share of the Certification Block Grant Funds for FT 1990 it= the
State BE Maine Department of Educational and Cultural Services, to transmit
all of said funds, upon receipt, to the Bangor School Department for the
purpose of meeting expenses Incurred by said Department to obtain compliance
with new teacher certification standards.

SUBJECT: TEACHER CERTIFICATION BLOCK GRANT FUNDS. FY90
DATE: November 7,, 1989
Ed, the attached memorandum from the Cones issioner of the State
Department
of Educational and Cultural Services describes the
State's procedural requirements for municipal action upon receipt
of checks for Block Grant Bunds for Teacher Certification.
Bangor's allocation is expected to be $33,728.00 and the School
Department has anticipated the receipt of these monies for use in
establishing the State -mandated procedures for r ertifying
teachers at the local school district level. Mesa procedures
will involve secretarial time for recordkeeping and the payment of
stipends to teachers for their involvements in procedures such
as the -peer review opponent of the certification requirements.
It is requested that the Bangor City Council vote to transmit these
funds to the school Department at its November 13,. 1989 .meeting( ..
The 1987 and 1988 Block Grants for Certification were transmitted to
the School Department in this same tracer
