The Facility's standard charge for ICP care as of June 30, 1989
was listed as $75. This is less than the total allowable cost
for the January 1, 1989 through June 30, 1989 oI $83.58 re-
flected on page 7. Although only $66.90 of the allowable costs
were recognized due to the application of the Routine Service
Coat Limitation (Asci), the low charge could limit the amount
of the waiver that will be granted. It could also limit the
ability to receive an adjustment in the current year's variable
cost portion of the Facility's Medicaid ICP rate up to the new
limit of 120$ of average routine service cost for the region.
We suggest your TCF charge to self -pay patients be raised to at
least $90 per day for the current year to address the "lower of
cost an charge" limits that could have more significant ramifi-
cations for the current fiscal year.
The figures may change based on adjustments the Department may
make upon audit of the cost report. The estimated prospective
rate for June 30, 1990 includes the application of the RSCL.
