Farrar, Director of Administration Re: Recording/Broadcasting of Public Meetings At their meeting on October 11, 1989, the City Council discussed the concept of recording and broadcasting certain public meetings. The discussion came about as the result of a proposal from the New England School of Broadcasting to record and make available tapes of various City related sessions.Several questions were raised about the proposal and other opportunities that might be available for similar services. I have summarized below the results of my discussions with the New England School of Broadcasting, Public Television Station WMEB, and the local cable company, Adams -Russell Cablevision. As indicated in their letter of July 21, 1989, the New England School of Broadcasting is willing to tape up to six meetings a month for a fee of 875 per meeting. The City would decide which meetings would be taped. NESS would provide the equipment and personnel and might decide to locate acamera n the Council Chambers on a permanent basis. The tapes would be made available for broadcast if desired. Tapes would be kept for sixty days and then erased and reused. WMEB, the local station of the Public Broadcasting System, i currently not able to perform taping or broadcasting functions primarily due to two reasons. First, they do not have the appropriate equipment nor the necessary manpower. second, as they serve a much larger network than just Bangor, they felt that these types of broadcasts might not be of interest to their entire audience. They were appreciative of our inquiry, however. Cablevision, the local cable company, currently does not have the equipment, personnel nor technical ability necessary to broadcast live or to tape these meetings. They are very willing, however, to rebroadcast the meetings if the City is able to provide them with appropriate videotapes recorded by someone else, such as NESS. Access would be provided on Channel 26, the community access station. There will be no cost unless the City asked to have the tapes broadcast at a time(s) that would require overtime for their staff; an evening broadcast, for example. They are willing to discuss dates and times for rebroadcast and are supportive of and agreeable to the concept. Based on the above, there appears to be an opportunity, if desired, to structure a simple agreement with the New England School of Broadcasting, who would tape the meetings and Cablevision, who would rebroadcast the meetings. The cost for recording Council meetings at $75 per meeting commencing in December of 1989 and ending in June of 1990 would be $1,050.00. _y_ Perhaps, initially, it would make sense to tape and broadcast only City Council meetings and to gauge public reaction and comment. if successful, consideration could be given to adding other public sessions and including all appropriate funding casts for consideration in the 1991 budget. NFSB will provide experienced caveraperscn(s) to operate eAuipmnt. Where feasible, NESE nay locate aluipment on a permanent basis in City Council Chambers. For each session, up to four hours, a fee of $75.00 will be charged. Allrecorded sessions will be held in Council chambers. Other arrangemnts may he made should the location change.
