Clerk to Poll" in, By City Coaruit of City of Bangor: ORDERED, TEAT the City Clerk is authori2ed to follow the procedures set forth below in appointment of Boards and Committees. The appointment procgdure will be adhered to as closely as possible by the City Clerk. Current committee/board members will have their terms extended until the last day of February. ADVERTISING: Advertising for the positions will begin either the week before the Christmas Holiday or the week fallowing. Readvertising can occur 2 weeks later, if needed. TIMETABLE: January 15 (week before 2nd council meeting In January) Final day for submitting applications. January 22 (second council meeting in January ) The City Clerk will present copies of all the applications and position descriptions to the City Council. Referral to the Community Relations Committee for review. February 12 (first council meeting in February) Community Relations Committee recommendations heard and appointments made at City Council meeting. Letters of congratulations and invitation to the swearing in ceremony and reception will be sent to new appointees. Letters of regret and request to keep applications on file to fill future vacancies will be sent to all applicants not appointed to a position. February 26 (second council meeting 1n February) Swearing in ceremony and reception for new members following council meeting. Hatch 1 New members begin their terms From January 22 to February 12, the Community Relations Committee will meet to review the applications received and conduct interviews for positions on the fallowing: Assessing Review Board, Historic Preservation Committee, Housing Authority, Planning Board, Water District and the Zoning Board of Appeals. 89-405 1N CITY COUNCIL O ROE R 4 October 11, 1989 Passed as "ended. Committee/Board Members 99-405 Applicants for the other boards/committees may be interviewed at the discretion of the City Council. - From February 13 through March 1, the newly appointed members can be oriented by staff to the issues facing the committee procedures. etc. All Councilors will be notified of the Community Relations Committee meeting times. Letters of Appreciation and certificates will be sent to all outgoing board members (City Clerk). 'Associate members will be elevated to full'mamber'status when a vacancy occurs, at the discretion of the Community Relations; Committee. Current committee/board members eligible foxeappoincnshould be informed that their applications will be considered with those of all other applicants. Executive session will be used during the appointment process only when deemed necessary by the Council. Mhen possible and in the best interest of the City Council. candidates will serve on only one city board/Committee. Criteria for appointment Interest in serving Ability to serve (available time for required attendance) Possible conflicts of interest should be examined background: education and/or previous experience Not currently serving on another board/committee VACANCIES BEFORE THE ENO OF A TERM Letter of resignation accepted by the City Council Letter of appreciation sent to outgoing member Position Is advertised In addition to advertising. the City Clerk will contact all persons with applications on file to determine if they are still. interested in being considered for a position.
