The Planning Board held a public hearing on the above noted
contract zone change request at its meeting of
October 16, 1989.
Dr. Geoffrey Gratwick, the applicant, spoke in
favor of the
proposed contract zone change.
No one spoke in opposition.
The Planning Board voted five in favor and none opposed to
motion to recommend to the City Council that
the contract

THAT, the zoning boundary lines as established by the Zoning bap of
She City of Bangor dated September 23, 1974, as amended, be hereby
further amended as follows:

PROVIDED, HOWEVER, THAT, in addition to the mandatory conditions imposed by

a. Applicant requests anchange for approximately 3 acres
of land located at 1232Kenluskoag Avenue from Agricultural
Zone to Residential 2 Zone. '
b. The application before the Board is for contractual r -
Ing. The condition offered by the applicant is to limit the
density of the area being rezoned to two units per three
r
acre area, or 1.5 units per acre. This density is identical
to the existing Agricultural Zane density.
C. The City's land use policy for this area is law density..
residential development. The lot In question is served by
the public sewer. The property in question i eligible for
RI zoning giventheCity's land use policy. The Planning
Staff would find that the proposed density limitation. 1.5-
units per acre will mitigate potential impacts from a two
unit building. The application will only rezone 3 acres of a
13.2 acre parcel which will enable applicant to construct
ane additional unit an the rezoned area or add an additional
unit to the building which exists.
d. Staff would find the limited area of the Proposed change and
the low density contract condition would Offset the concerns
of introducing a different housing type. Staff would recom-
mend
m -mend that the Board make a positive "commendation to the
City Council.
