Commentary:
In 1988, the City received a $100,000. FmHA grant for
waterlines and roads at the Maine Business Enterprise
Park. Because the project has been expanded inconcept
from the $317,000 1988 project to a $1,445,700 project
in 1989 (See E. McKeon's Report 7/28/89), the FmH is
interested in granting an additional $150,000 if funds
are available. A pre -application must be submitted to
FreHA by October let. This agenda item will be presented
to the Community and Economic Development Committee on
September 19, 1989.

Project in Brtof
The redevelopment project envisions removing uneconomic structures,
eating workable roadway, accesses and utilities infrastructure, adopting
policies relating to uses of the land and development standards,
generating necessary v
funding over the next three years to complete the
project, working cooperativelywith the different agencies, and
organizations that will be involved, and, within three years, creating a
major new business development park with state-wide attractions for the
location of selected companies. The end objectives will be to provide new
and significant impact to the regi ='a economic base through payrolls,
business activity and taxes, while reserving certain areas for
air-orianted development and expansion.
Project Area Description
The original planning for redevelopment of land being released to the City
by the University of Maine System (DMS) has been expanded to include area
westerly of Maine Avenue in order to encompass the entire contiguous area
for redevelopment and improvement, to apply new development standards o
both sides of the Maine Avenue, an
essential step far the higher level of
development sought for the ones, toincorporate orporate scattered parcels
adaptable for development, and to plan for proper accesses and building
removal ar rehabilitation within the entire area.
The redevelopment project, therefore, encompasses approximately 80 acres
of which soma 48 acres of land, once either cleared or properly planned,
n be available for n w building development. The redevelopment project
s generally bounded by Hammond Street an the south, the runway building
astriction line on the west, on the north at the intersection of Maine
Avenue and Illinois Avenue.
Public Improvements
Upon completion of engineering, public improvement should be undertaken as
soon as possible, esn late 1989 for certain s er/water work. Work
should start son toassure proper compliance with a $100,000 Parmar Home
Administration grant provided against project costs.
Some preliminary planning indicates that all of the presently -designated
Texas Avenue, Illinois Avenue and Buchanan Street will be retained as
interior service streets on the westerly side of Maine Avenue. The
remaining street network, including n -city streets with the n of
Indiana Avenue, Itlaho Avenue, Pennsylvania Avenue, Arizona Avenue, Alaska
Avenue, Arthur Street and Cleveland Street, will all be discontinued as
public ways In any form. The r cometruction of Illinois Avenue and
Buchanan Street are
contemplat ed in the plan. This preliminary concept is
subject to changein the engineering.
At present, water and sewer lines running along Indiana Avenue and Idaho
r
Avenue, are planned for aau
bandonmentover the next two years as newly
installedwater/sewer lines are
available and buildings, utilizing the old
lines, are emptied and removed. The new sewer/water lines are planned
for Illinois Avenue. An extension of Buchanan Street westerly of Maine
Avenue for about 200 feet to provide proper access to rear buildings and
rear parking areas there is believed necessary.
The present electric power lines overhead are fad basically through a
single (University College) meter. It is planned that a new
route for
these lines be installed overhead, but positioned feasibly atthe rear
line of lots far services without unattractive street pole lines. New
street lighting isr ended, also, along Illinois and Buchanan Streets,
and pbs5ibly Texas Avenue with attractive steel pales seced with
underground cable. The power will need to be phased out of serviced
university
meter onto a city or airport meter, over a period of time.
Storm drainage, including underground street drainage will be planned by
the engineering consultant. Plans for street reconstruction presently
include paved shoulders, underground drainage, and curbing, both sides.
A total list of public improvements with updated costs will be generated
K the final engineering plan.
