Amending Chapter 61, Code of the City of Bangor — Alcohol Server Training Requirements
Summary
This ordinance would amend the Code of the City of Bangor to require that those who serve alcohol at premises
that have liquor licenses receive server training. The ordinance will require that the training be received no later
than September 1, 2018, or within ninety (90) days of the commencement of his or her employment with a
licensee if said employment begins within ninety (90) days of September 1, 2018.
The ordinance will also require that the licensee maintain written records of the server training programs
completed by individuals who serve alcohol and that those recorded be produced upon request by the City or
state bureau of liquor enforcement.
Finally, the ordinance provides that failure to comply with the requirement for alcohol server training can
result in a denial by the City of the liquor license application.

ORDINANCE, Amending Chapter 61, Code of the City of Bangor — Alcohol Server Training Requirements
WHEREAS, the City of Bangor reviews applications for liquor licenses; and
WHEREAS, the State Bureau of Liquor Enforcement offers a program for server training; and
WHEREAS, it is appropriate for the City of Bangor to require that those who serve alcohol at premises that
have liquor licenses receive alcohol server training.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BANGOR AS FOLLOWS, THAT
Chapter 61 of the Code of the City of Bangor be amended as follows:
By adding the following:
Article IV Alcohol Server Training Requirements
$ 61-29 Training requirements for those individuals who serve alcohol
Individuals who serve alcoholic beverages pursuant to a liquor license that allows the service of alcohol for
consumption on the premises must complete a server training program certified by the state bureau of liquor
enforcement no later than September 1, 2018, or within ninety (90) days of the commencement of his or her
employment with a licensee if said employment begins within ninety (90) days of September 1, 2018 or
thereafter.
� 61-30 Record keeping
Liquor licensees whose license allows the service of alcohol for consumption on the premises shall
maintain on the licensed premises, or in the case of a caterer at the principle place of business, written
records of the server training programs completed by individuals who serve alcohol and shall produce
those records upon request by the City Manager or her designee, a member of the Bangor police
department, or an agent of the state bureau of liquor enforcement.
� 61-31 Failure to comply with training requirements
Failure to meet the training requirement imposed by section 61-29 may result in the denial of a liquor license
pursuant to 28-A M.R.S.A. X653 (2) (G).
