PROCLAIMING SEPTEMBER ALCOHOL AND DRUG ADDICTION RECOVERY MONTH
WHEREAS, alcohol and drug related problems are a major social and economic problem in the
City of Bangor and Penobscot County, and cost the area an estimated $100 million
annually; and
WHEREAS, addiction is a major health problem that affects people of all ages and backgrounds
due to its significant medical, societal, and economic costs. In 2009, in Penobscot
County alone, over 2,000 people were treated for addiction; and
WHEREAS, over 9,000 recovering addicts and alcoholics live in Penobscot County and lead
healthy, productive lives in recovery and serve as assets to the community
volunteering countless hours of service carrying the message of recovery; and
WHEREAS, educating our community about how substance use disorders affect all people in the
community, including public safety officials, the workforce, older adults, and families,
is essential to combat misconceptions associated with addiction; and
WHEREAS, the recovering community continues to mobilize and has contributed thousands of

volunteer hours to successful initiatives including: The 3 Annual Conference on
th
Addiction Recovery which takes place September 9 for National Recovery Month, the
application for federal funds to establish a recovery-oriented system of care and a
marketing video highlighting the strengths and resilience of the recovery community.
NOW, THEREFORE, I, Richard I. Stone, Mayor of the City of Bangor, on behalf of the City Council
and citizens of Bangor, do hereby proclaim the month of September 2010, as ALCOHOL AND DRUG
ADDICTION RECOVERY MONTH in Bangor and call upon our citizens to observe this month with
appropriate activities and ceremonies in support of this year’s theme, “Join the Voices for Recovery:
Now More Than Ever!”
