free the Coverrwent Operations Camellias. it Provides
$24,000 to federal funds each year for three years
to offset the Cost of the Capehart community police
officer program. The money represents the salary of
the police officer who will be hired to replace the
officer assigmd full. time to the Housing Authority.

CITY OF BANGOR
(TITLE) (orbtI Authorizing Continuation_ of Law Enforcement
Services
WHEREAS, the community police officer concept has been
effective in lowering the numbers of complaints in the
Bangor Housing Authority area during the past year; and
WHEREAS, the Bangor Housing Authority has agreed to
compensate the City of Bangor for the salary of one police
officer for three years to continue the community police
officer program,
NOW, THEREFORE, By the City Council of the City of Bangor:
ORDERED,
THAT the Chief of Police is hereby authorized to
expand the current staff authorization by one position
for purposes of continuing said services; and be it further
ORDERED,
THAT the Chief of Police is hereby authorized to
execute an Agreement with the Authority for said services,
a copy of said Agreement being on file with the City Clerk.

BA HO SM PMVKIRITY (hereinafter called the "Authority") and the CTTY OP
SIU4GOR, acting by and through its Police Department (hereinafter Callen the
Department").
As the result of a modernization prryrav in the Capehart area, part of
which is designee m inp o o the quality of life fee residents, the Authority
and Department agree as follows:
(1) The Department will assign a full-time police officer in the
Capehart area as his exclusive assignment. This position will supplement the
existing police coverage in the area.
(2) The manner of police Coverage in Capehart or any other area under
the control of the Authority will be hased on a mutual agr nt between the
parties.
(3) The Authority shall pay as compensation the sea of Twenty-four
Thousand (924,OOD.OU) Cellars per year.
(4) the Authority will furnish an office, telephone, a vehicle
containing mmunicetiona and tactical -related equipment including a portable
ralio.
(5) The Department will provide services describe] herein from July
1, 1989 through June 3U, 1992.

Community Policing Project
Progress Report
From August 1, 1988, through April 30, 1989, the Bangor Housind
Authority and the Bangor Police Department gave cooperated in a community
policing pilot project.
The project grew out of the community's feeling that the standard
coverage of random vehicle patrol by randomly assigned officers Was not
effective In addressing the problems unique to their concentrated
residential setting.
The project's goal of reducing crime, disorder, and the fear of
crime in the Bangor Housing Authority area was approached through the
development of a specialized policing position with innovative procedures
and methods. one full time officer, selected because of hie patrol
experience in the area and his interest in the concept of'community
policing, was ssigned to develop and implement the program. The Housing
Authority provided an office, an unmarked car, a bicycle, and various
other Patrol related equipment and the -officer was given a virtual
"blank check" in terms of his work schedule and priorities.
Elements of the program which have proved successful a
1. Police Office
Thesonity policing officer spends fifteen to twenty hours a week
in his office at the Capehert Community. Center. He provides virtually
all of the police station serarea
residents who may not be

2. Answering Machine Service
During thehou[s when the Community Center office is unattended, phone
massages are recorded for personal follow-up action.
3. Newsletter -
The community policing office produces a monthly newsletter dealing
with neighborhood issues, which is distributed by the Housing Authority.
c. School Liaaion
A close interactive relationshop gas developed between the community
policing officer and Damneder School personnel.
5. Police Athletic league
The P. A. L. program Ban included youth football and karate group$ and
anticipates eepansion into the City's Little League baseball system.
There are Currently sixty juveniles involved.

6.Police Patrol
The commodity policing officer divides his paivol thea between unmarked
bicycle, and foot Patrol with investigative surveillance need as
necessary. He works both in uniform and in plainclothes.

not qualify for follow-up based on a. city-wide investigative priori-
tization.
S. Crime Prevention
This major program objective is met through the community policing
officer's efforts to foster higher levels of community social
perception and self-help. -
While the effects of the community policing program are hard to
quantify, its success is apparent. With crime prevention, -self-help,
and community involvement displacing fear and ambivalence, the character
of the Housing Authority area is starting to change. The mothers and
severity of calls for police s re dropping in favor of nor -
confrontational
-
confrontational problem resolution and crime deterrence efforts.
The future of this program is bright. With its community policing
officer acting as a de facto member of the Detective and Commodity
Relations Divisions, Bangor is 1n d unique position to offer an
more native and effective community policing program to its Housing
Area citizens.
Following federal guidelines, the major emphasis of the community
policing project will be drug enforcement and education and a strong
crime prevention program The Police Athletic league and MW'mff
Safe House programs will develop even closer ties with the Downeset
School, and the community policing officer will continue to work to
lower law enforcement needs through a timelyeproblem resolution process.
