Item No. 89-341 Item/Subject: Support of the Objectives of "Voyage 2000" Project Responsible Department:- Coumavity & Ecandmic Development _ Commentary: The College of the Atlantic student project 'Voyage 2000" (see attached brochure) has requested (see attached letter of 7/30/89) to participate with the City in a cooperative endeavor to design and construct avenvinonmentally sys- tainablz_ greenspace Cn the waterfront during the weekendof August 26/27th. A group of College of the Atlantic students, alumni end friends will design a landscape plan for a publicly accessible waterfront -e a oP the City's choosing and provide volunteer labor to implement the plan during a weekend -long work Project which willbe open to the public and will include refreshments and enm tertainent. The City isasked to provide id suitable land are a(s),-materials to very out the landscaping plan (including top soil, treesy anodes, grrendcover, grass seed . organic mulch and heritable) and a commitment to make, as a -priority, the use Of organic management techniques and avoid, whenever possible, the use of chemical fertilizers, pesticides, weed killers end growth control treatments on the area(8) improved by the project. RESOLVED, WHEREAS, it is the goal of the City of Bangor that the Front Street Waterfront Area be reclaimed for public use wherever possible; and - WHEREAS, the College of the Atlantic student project "Voyage 2000" project desires to participate in a cooperative endeavor to design and construct during the period of August 26/27, 1989 an environmentally sustainable greenspace to be made available for public use; and 1. WHEREAS, "Voyage 2000" will provide volunteer labor and landscape design expertise to carry out a mutually agreeable site plan; and WHEREAS, sufficient Community Development funds are available to defray the cost of landscaping materials, trees, shrubs; and WHEREAS, there are under the City's control land areas in the Front Street Waterfront Area suitable for these activities; NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Bangor, that the Community Development Director and Director of Public Services are authorized to provide suitable assistance to the efforts of "Voyage 2000' in the form of access to City -owned Front Street property on August 26/27, 1989, topsoil, mulch, trees, shrubs, grass seed/ground cover, and appropriate band tools; and BE IT FURTHER ORDERED that it shall be the policy of the City of Bangor to make as a priority the use of organic management techniques and avoid whenever possible the use of chemical fertilizers, pesticides, weed killers and growth control treatments on the areas improved by the "Voyage 2000' project. CITY OF BANGOR ATTN: STAN MOSES, SALLY THOMPSON FROM: VOYAGE 2000 COLLEGE OF THE ATLANTIC BAR HARBOR (BEN GOLDBERG, MARY ROPER, BOB DANFORD) RE USE OF CITY OWNED PROPERTY FOR THE PURPOSE OF CREATING AN ENVIRONMENTALLY SUSTAINABLE GREENSPACE DATE 7/30/89 The purpose of our -Voyage 2000" project is to promote one's individual and community responsibility to a peaceful and sustainable future. To encourage cooperative endeavor, we wish to Work constructively with the city to create an area set aside to represent these principals. We propose a landscape project designed to inspire individual and community developement towards the goals of environmental sustainability. As discussed, we are interested in pursuing the reclamation of the use between the fuel -04 contaminated Ian, and the existing park and paved parking area at the Bangor waterfront. We plan to design and construct an environmentally sustainable greempace W be made available for public use. We feel the meet opportune time for this effort to be Saturday and Sunday, August 26, and 27, 1989. It would be our intention that once completed, the area be maintained by the city in a mamer consistent with organic management and planning. For our pan. Voyage 2000 will provide volunteer labor, and landscape design expertim to carry out any mutually agreeable site plan decided up= between the Bangor Community Development Dept. and the Voyage 2000 group. 89-341 page 2 We would hope that in exchange, the city will supply necessary materials and equipment to adequately complete the task, and to assist with appropriate public relations and media communication. We also hope the city will provide sn additional strip of land (dimension to be determined according to setback requirements) adjacent to the property in question, and from the road frontage b the water, to be used as part of our reclamation proje t. We wish W acknowledge the existing tasteful and well thought out landscaping already at this location. With the designer's permission, it is our desire to augment this work by incorporating it into our expanded site design and organic management plan.
