Attorney Charles Gilbert, representing the applicants, spoke in favor of the proposed zone change. A number of Burleigh Road Residential roperty owners spoke in opposition to the proposed zone changencluding Margaret Capehart, Barbara Mingo, Gary Capehart, and Haro d Johnson. (Also, there was a petition submitted signed by 17 residents of the area.) After considering the low-density, land use e policy and existing R-1 zoning and single-family developmentin this area, and noting the limited lot size and the potential for a large scale develop- ment on this lot, the Planning Board voted 5 in favor and 0 opposed to recommend denial of C.O. Applicant requests a zone change from Residential One Zone - to Civic and Institutional Zone for a 1.49 acre parcel locat- ed at 351 Burleigh Road. b. The lot in question is a lot in the Beer Knoll Subdivision approved in 1979 for single family house lots. The City's land use policy in this area is low density residential use. C. Given the high level of activity that can be generated in a. Civic and Institutional Zone the City's policy has been to direct them to ma]or streets where there are adequate utili- ties to meet their needs. d.
