Designating Tentative Developer for Bangor Waterworks

entary: The Community and Economic Development COs ttee has reviewed
and evaluated the two proposals received in response to the City's
Request for Proposals for the rause and redevelopment of the Bangor
Waterworks Facilities and at its meeting on July 18th received oral
presentations from both development groups. The proposals received were
from CA/CO with Carl Snow as President, and Bangor waterworks Associates
with Bob Baldacci, Alan Baldwin, Peter Robbins, John Rolusan, and Carlto
Young as principals. The Co,msittee voted unanimously to recommend that
Bangor waterworks Associates be designated as Tentative Developer for
a period of 90 days which would allow sufficient time for the
Legal Department, in consultation with the Co:mmanity and Economic
Development Co,muittee and the Director of Community and economic
Development, to negotiate an option agreement with Bangor Waterworks
Associates for future consideration by the City Council.
The Bangor Waterworks Associates proposal would provide 15,000
square feet of office space, 6,000 SF of retail and restaurant space,
6 residential condominium units, 70 or more parking spaces, and boat
slips and docking space. Also proposed is that the City retain Busse
areas of the site, including the forehay area and gatehouse, for public
use and that the proposed $100,000 purchase price be used for
improvements to these areae. The details of this proposal would be
worked out by the staff and Coamdttee prior to City Counil consider-

THAT WHEREAS, the City of Bangor has received
proposals for the acquisition and redevelopment of the Water-
works Facilities located on State Street in Burger; and
WHEREAS, the City Council Community and Economic
Development Committee and City staff has reviewed and
evaluated the proposals received by Bangor waterworks
Associates and CA/CO, Inc. and both groups have been given
the opportunity to make oral presentations to the Committee;
and
WHEREAS, the Committee voted at its meeting on
July 18, 1989 to recommend to the City Council that Bangor
Waterworks Associates be designated as the Tentative
Developer of the Bangor Waterworks Facilities for a period of
ninety (90) days;
NOW, THEREFORE, BE IT ORDERED TNAT Bangor Water-
works Associates is hereby designated as the Tentative
Developerofthe Bangor Waterworks Facilities located on
State Street in Bangor until October 23, 1989 during which
time the Legal Department, in consultation with the Community
and Economic Development Committee and the Director of
Community and Economic Development, shall be authorized to
negotiate an Option Agreement with Bangor Waterworks
Associates for future consideration by the City Council.
