The Board would respectfully recommend to City Council that this request for a zone change be refused because of the serious detrimental effect a commercial shopping center would have on the surrounding residential neighborhood, and because of the increasing traffic hazards that would be created by this center. The Board also directed that Council be advised of the re - ceipt of a petition of 137 re sidents opposing this application.
